Foreword
This Standard was drafted in accordance with the rules given in GB/T 1.1-2009.
This Standard is the revision of YC/T 164-2003 "Tobacco flavourings and casings".
From the date of implementation, this Standard replaces YC/T 164-2003.
Compared with YC/T 164-2003, the main changes of this Standard are as follows.
- The standard name was changed to "Tobacco flavor";
- DEFINE the scope of the standard;
- Tobacco flavors may refer to this Standard;
- MODIFY the English expressions and definitions of tobacco flavor;
- DELETE the definition of casings;
- ADD the requirements for raw materials;
- ADD the provisions of appearance requirements;
- MODIFY and SUPPLEMENT the specific requirements for packaging, marking,
transportation and storage of tobacco flavor;
- ADD the provisions of inspection classification;
- ADD the provisions of re-inspection rules.
This Standard was proposed by the State Tobacco Monopoly Bureau.
This Standard shall be under the jurisdiction of the Branch Technical Committee on
Material for Tobacco Products of National Standardization Technical Committee on
Tobacco (SAC/TC 144/SC 8).

1 Scope
This Standard specifies the terms and definitions, technical requirements, test
methods, inspection rules, packaging, marking, transportation and storage of tobacco
flavor.
This Standard applies to the detection of tobacco flavor products. Tobacco fragrance
may also refer to this Standard.
2 Normative references

3 Terms and definitions
The following terms and definitions apply to this document.
3.1
Tobacco fragrance
Fragrance that is, individually or after it is deployed into flavor, added to tobacco and
tobacco products.
3.2
Tobacco flavor
The mixture that is deployed with two or more fragrances, appropriate amount of
solvent and other ingredients, which is to enhance or modify the style of tobacco
products or improve the quality of tobacco products during the processing of tobacco
products. According to the difference of applied processes and effects, it can be divided
into top dressing flavor (also known as top flavor) and casing flavor (also known as
casing).
3.3
Top dressing flavor
Tobacco flavor that is added in the top dressing process of tobacco products. It is used
in the cut-tobacco after process treatment and drying, so as to enhance the smell of
cigarettes and the characteristic aroma when smoking.
3.4
Casing flavor
Tobacco flavor that is added in the casing process of tobacco products. It has the
effects of improving tobacco smell, increasing toughness, enhancing moisture
retention, improving combustion and reducing damage.
4 Technical requirements
4.1 Requirements for raw materials
The raw materials used in tobacco flavor shall comply with the relevant specifications
of the state and the tobacco industry.
4.2 Heavy metal limits
- When there are significant changes in raw materials of tobacco flavor products,
which may affect product performance;
- For each full-year, when the tobacco flavor products are produced normally;
- When the production of tobacco flavor products is resumed after a long-term
shutdown;
- When national or industry quality supervision agency of tobacco flavor proposes
type inspection requirements;
- When it is provisioned in the contract of tobacco flavor products.
7.4 Supervision inspection
Supervision inspection items are determined by the state or industry quality
supervision agencies.
7.5 Determination and re-inspection rules
7.5.1 If there is (are) one or more than one item(s) of heavy metals (in Pb) content and
arsenic (in As) content that fails to comply with the specifications in Table 1, then this
batch of tobacco flavor is determined as non-conformance products.
7.5.2 If there is (are) one or more than one item(s) of appearance, miscibility, odor
quality and flavor quality that fails to comply with the specifications in Table 2, then this
batch of tobacco flavor is determined as non-conformance products.
7.5.3 If there is (are) one or more than one item(s) of acid value, relative density,
refractive index and total volatile constituents that fails to comply with the specifications
in Table 3, then this batch of tobacco flavor is determined as non-conformance
products.
7.5.4 If the test result of one indicator does not comply with the specifications of
Chapter 4, it shall conduct re-inspection. The re-inspection samples are extracted from
the backup samples. If the re-inspection results are still unsatisfactory, the indicator is
determined as non-conformance. If the re-inspection results are satisfactory, it shall re-
sample, to conduct a second re-inspection; if the re-inspection is satisfactory, then this
indicator is determined as conformance.
8 Packaging, marking, transportation and storage
The packaging of tobacco flavor products shall be non-toxic and odorless. It shall
ensure that the product will not be damaged and leaked during storage and
transportation. It shall ensure the safety during transportation.

3 Terms and definitions

4 Technical requirements
