Scope

1.1 Purpose
In order to standardize the supervision inspection of pressure piping
components manufacturing (supervision and inspection is hereinafter referred
to as supervision inspection) and the supervision inspection of pressure
pipeline installation, modification and major repairs (installation, modification
and major repairs are hereinafter collectively referred to as construction), in
accordance with the "Special Equipment Safety Law of the People's Republic
of China" "Special Equipment Safety Supervision Regulations", this regulation
is hereby formulated.
1.2 Scope of application
1.2.1 Manufacturing supervision inspection
This regulation is applicable to the supervision inspection of the manufacturing
process of the following pressure piping components within the scope as
specified in the "Special Equipment Catalog".
(1) Submerged arc welded steel pipe, polyethylene pipe (Note 1-1);
(2) Gas pressure regulating device, temperature and pressure reducing
device, factory prefabricated pipe segment (Note 1-2), flow meter (shell)
(Note 1-3) in the component assembly device.
Note 1-1.It excludes polyethylene pipes with metal skeletons and fiber-
reinforced polyethylene pipes.
Note 1-2.Factory prefabricated pipe segment refers to the piping component
products manufactured by the manufacturer after welding and assembling
pressure piping components in the factory according to the construction design
drawings. It does not include the piping prefabrication performed by the
installation organization at the construction site.
Note 1-3.The temperature and pressure reducing devices, factory
prefabricated pipe segments, flow meters (shells) used in the pipelines within
the boiler range can be manufactured, supervisory inspected in accordance
with the relevant regulations of the boiler.
1.2.2 Supervision inspection of construction
This regulation is applicable to the supervision inspection of the following
construction processes of pressure pipelines (long-distance pipelines, public
pipelines and industrial pipelines) within the scope specified in the "Special
Equipment Catalog".
(1) Installation process;
(2) Modification or major repairs (except for emergency pipeline construction
process) (Note 1-4), the process of replacing the pipeline with the same
medium at a time with a total length of more than 100 meters.
Note 1-4.Modification of pressure pipeline refers to an activity that changes
pipeline specifications, materials, structural layout, or changes in pipeline media,
pressure, temperature and other working parameters, resulting in changes in
pipeline performance parameters or pipeline structure.
Major repairs to pressure pipelines refer to the use of welding methods to
replace pipe segments, valves, pipe corrections, welding repairs of pressure
parts, pressure sealing, pressure blocking, etc.
1.3 Basic requirements
Supervision inspection of pressure piping is that based on the qualified self-
inspection of the inspected organization, the inspection agency undertaking the
supervision inspection work (hereinafter referred to as the supervision
inspection agency) shall perform the supervision of the process of
manufacturing of pressure piping components or the construction of pressure
piping [hereinafter referred to as manufacturing (construction)], as well as the
compliance verification to meet basic safety requirements. The supervision
inspection agency and the inspected organization shall sign a supervision
inspection contract, to clarify the responsibilities and obligations of both parties.
Supervision inspection cannot replace the self-inspection of the inspected
organization.
Pressure piping components and pressure piping that shall be subject to
supervision inspection but not supervisory inspected or failed in the supervision
inspection shall not be put into use.
1.4 Inspected organization
The inspected organization refers to the organization whose work quality has a
direct impact on the safety performance of the pressure pipeline during the
manufacturing (construction) process, including the pressure pipeline
component manufacturer and the pressure pipeline construction organization
(or its entrusted organization, the same below), design organization,
construction organization, non-destructive testing organization, etc.
The inspected organization shall do the following work.

1.6 Management requirements
Pressure piping component manufacturers and construction organizations,
design organizations, construction organizations, non-destructive testing
organizations, supervision inspection organizations, etc., shall strictly
implement this Regulation; enter the required data in the special equipment
information management system in a timely manner in accordance with the
requirements on the information management of special equipment safety
technical specifications.
