Scope

1.1 Purpose
In order to ensure the safe use of stationary pressure vessels, prevent and
reduce accidents, protect people's lives and property, AND promote economic
and social development, in accordance with the “Law of People's Republic of
China on Special Equipment Safety” and the “Special Equipment Safety
Supervision Regulation”, ESTABLISH this regulation.
1.2 Stationary pressure vessel
The stationary pressure vessel is a pressure vessel installed at a fixed position
(hereinafter referred to as the pressure vessel, Note 1-1).
Note 1-1.As for the pressure vessels which are moved or used only within the
device or the field area for a particular purpose, as well as the cylinders of
portable air compressors, etc., CONDUCT supervision and management based
on the stationary pressure vessel; as for the pressure vessels in the process
equipment which are used as the process device, CONDUCT supervision and
management based on the residual heat boiler manufactured as the pressure
vessel AND in accordance with this regulation.
1.3 Scope of application
This regulation applies to pressure vessels as defined in the special equipment
catalogue AND with the following conditions.
(1) The working pressure is greater than or equal to 0.1 MPa (Note 1-2);
(2) The volume is greater than or equal to 0.03 m3 AND the inner diameter
(as for the non-circular cross section, it refers to the maximum internal
geometry of the section) is greater than or equal to 150 mm (Note 1-3);
(3) The containing medium is gas, liquid and liquefied gas, AND the liquid for
which the maximum operating temperature is higher than or equal to its
normal boiling point (Note 1-4).
Note 1-2.The working pressure is, at the normal operating conditions, the
maximum pressure that may be reached at the top of the pressure vessel
(gauge pressure).
Note 1-3.Volume refers to the geometric volume of the pressure vessel, that
is, the volume as calculated based on the dimensions indicated in the design
drawings (regardless of manufacturing tolerances) AND rounded off. It is
generally necessary to deduct the volume of the internals permanently
attached to the interior of the pressure vessel.
Note 1-4.When the medium in the vessel is liquid the maximum operating
temperature of which is lower than its standard boiling point, if the volume of
the vapor phase space is greater than or equal to 0.03 m3, this regulation is
also applicable.
1.4 Special provisions of the scope of application
The pressure vessel utilization unit shall, with reference to the relevant
provisions of Chapter 7 “Use management” of this regulation, be responsible
for the safety management of the pressure vessels within the scope of this
clause.
1.4.1 Pressure vessels only needed to comply with the general rules, materials,
design, and manufacturing requirements of this regulation
The following pressure vessels within the scope of application of this regulation
only need to comply with the provisions of Chapter 1 to Chapter 4 of this
regulation.
(1) The non-independent pressure vessels in cryogenic units, pressure
vessels in direct-fired absorption refrigeration units, aluminum plate-fin
heat exchangers, AND pressure vessels in cold boxes in process units;
(2) The shell-less heat exchanger containing the second group of media
(Note 1-5);
(3) Ultra-high pressure tube reactor.
Note 1-5.As for the pressure vessel medium grouping, SEE the Appendix A of
this regulation.
1.4.2 Pressure vessels only needed to comply with the general rules, design,
and manufacturing requirements of this regulation
The following pressure vessels within the scope of application of this regulation
only need to comply with the provisions of Chapter 1, Chapter 3, and Chapter
4 of this regulation.
