Currently many electronic information products still contain a large amount of toxic and hazardous substances or elements such as lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls, polybrominated diphenyl
ethers, and so on, due to function and production technology requirements. These electronic information products containing aforementioned toxic and hazardous substances or elements will, if not disposed appropriately after being discarded, not only cause environment pollution but also cause waste of resource. Therefore, the electronic information product pollution control work mainly for the purposes of reduction and substitution of hazardous substance or element had been included into the agenda of the government
administrative departments.
To realize the objectives of resource conservation and environment protection, the seven ministries of the State Council including the Ministry of Industry and Information Technology of PRC followed the principles of ?€?controlling from the source and legislation in advance?€? AND established the Electronic information product pollution control management method (Order No.39 of the Ministry of Industry and Information Technology of PRC), which prompts the electronic information product pollution control work through legislation, in order to limit or prohibit the use of the aforementioned six types of toxic and hazardous substances or elements from such links as the R and D, design, production, sale, and import of the electronic information products.
To coordinate the implementation of Electronic information product pollution control management method, this standard is hereby established. In this standard, it considers the requirements of controlling the toxic and hazardous substances or elements pollution from the source of the electronic information products manufacturers and importers, the feasibility of the supervisory institute to implement supervision or test, and the requirements for adapting to relevant international standards, combines the current industry situation and the economic and technical feasibility, AND establishes the reasonable limit value indicators to limit the use of toxic and hazardous substances.

1 Scope
This standard specifies the maximum allowable concentration of the toxic and hazardous substances which are contained in the electronic information
products.
This standard is applicable to the electronic information products which are covered in the pollution control key management catalogue as specified in the Electronic information product pollution control management method.

3 Terms and definitions
The following terms and definitions apply to this document.
3.1
Substance
It refers to the elementary substance or compound which is existed in
nature AND is composed of chemical elements.
3.2
Hazardous substance
HS
It refers to the lead, mercury, cadmium, hexavalent chromium,
polybrominated biphenyls (PBB), and polybrominated diphenyl ethers
(PBDE, excluding decabromodiphenyl ether) as contained in the electronic information products.
3.3
Electronic information products
EIP
It refers to the such products as electronic radar products, electronic communications products, radio and television products, computer products, household electronic products, electronic measuring instruments products, electronic special products, electronic components products, electronic applications, electronic materials products, and their accessories which are manufactured through the electronic information technology.
3.4
Producer
It refers to the natural person or legal person that engages into the
electronic information product production in the territory of PEOPLE
Republic of China.
3.5
Importer
It refers to the natural person or legal person that engages into the
electronic information product import in the territory of PEOPLE Republic of China.
3.6
Materials
It refers to a substance OR the mixture of several substances, such as
metals (plating, solder alloy, brass), plastics (ABS, nylon, PVC), and
ceramic (dielectric material), etc.
3.7
Homogeneous materials
It refers to the material homogeneous in each part which is composed of one or more substances.
3.8
Adding (HS) intentionally
The producer or importer intentionally uses toxic and hazardous substances to make its product reach to a certain performance indicator, AND it will be
