Communication protocol between monitoring system
in electric vehicle charging station / battery swap
station and charging / battery swap equipment
1 Scope
This standard specifies the interface and message specifications for the
communication between the monitoring system in electric vehicle charging
station / battery swap station and charging / battery swap equipment.
This standard applies to the monitoring systems of the electric vehicle charging
station and battery swap station.
2 Normative references
The following documents are essential to the application of this document. For
the dated documents, only the versions with the dates indicated are applicable
to this document; for the undated documents, only the latest version (including
all the amendments) are applicable to this standard.

3 Terms and definitions
The terms and definitions as defined in GB/T 29317-2012 apply to this
document.
3.1
Frame
Protocol data unit of the data link layer.
3.2
Messages
The data unit exchanged and transmitted in the network, which contains the
complete data information to be sent.
3.3
Transmission control protocol
A connection-oriented, reliable, byte-based transmission-layer
communication protocol, abbreviated as TCP.
3.4
Internet protocol
A protocol designed to connect the computer network for communication,
abbreviated as lP.
3.5
APDU
Application protocol data unit, as detailed in clause 5.1.
3.6
APCI
Application protocol control information, as detailed in clause 5.2.
3.7
ASDU
Application service data unit, as detailed in clause 5.1.
3) Number of information-bodies: bit0 ~ bit6 indicate the number of power
metrics; bit7 = 1 indicates that the information-body's address is
continuous;
4) Information-body structure:
Information-body's address 00 00 00 (address of starting power metric)
Information-body
4-byte value of the first point of power
metric
Quality descriptor of the first
point of power metric
4-byte value of the second point of
power metric
Quality descriptor of the
second point of power metric
...
d) For the sub-box charger, the battery box's identification information shall
also be up-sent. See 6.3.1.3 for details.
6.2.3 Signal reset message
The monitoring system sends a signal reset command:
a) Frame type number: 04;
b) Reason for transmission: 03;
c) Number of information-bodies: 0.
6.2.4 Actively up-send message
When there is change data in the charging /battery swap equipment, the
change data shall be actively up-sent.
6.2.4.1 Actively up-send telecommand shift message
a) Frame type number: 21;
b) Reason for transmission: 01;
c) Number of information-bodies: bit7 = 0 indicates that the information-
body's address is included before each change point; bit0 ~ bit6 indicates
the number of changed telecommands;
d) Information-body structure:
Information-body's
address
Information-body
00 00 00 (the first
telecommand's
address)
The first changed telecommand
value (single point information
with quality descriptor)
The 7-byte time stamp for the first
changed telecommand (milliseconds high,
milliseconds low, minutes, hours, days,
months, years)
equipment, the battery swap equipment needs to make response for
confirmation/denial after receiving it;
2) For the charging start/stop telemetry command as issued by the
monitoring system to the charging equipment, the charging equipment
shall respond confirmation/denial after receiving it.
6.3 Characteristic messages
6.3.1 Characteristic messages of the charging equipment and the
monitoring system
6.3.1.1 Charging start/stop message
a) The monitoring system issues a single point tele-control message:
1) Frame type number: 41;
2) Reason for transmission: 03;
3) Number of information-bodies: 1;
