1 Scope
This document specifies the manufacturing requirements for welded steel pipes (hereinafter
referred to as “welded pipes”) and seamless steel pipes (hereinafter referred to as “seamless
pipes”) for the pipeline transportation systems of petroleum and natural gas industries, which
include two product specification levels (PSL 1 and PSL 2).
This document is applicable to the manufacturing, inspection, marking, coating, recording and
loading of the welded pipes and seamless pipes for the pipeline transportation systems of
petroleum and natural gas industries. The manufacture and inspection of steel pipes for pure
hydrogen transportation pipelines may be carried out in accordance with this document.
This document does not apply to cast iron pipes.
2 Normative References
The contents of the following documents constitute indispensable clauses of this document
through the normative references in the text. In terms of references with a specified date, only
versions with a specified date are applicable to this document. In terms of references without a
specified date, the latest version (including all the modifications) is applicable to this document.

3 Terms, Definitions, Symbols and Abbreviations
The terms, definitions, symbols and abbreviations defined in API Spec 5L:2018 are applicable
to this document.
4 Information Provided by the Purchaser
In addition to the provisions of Chapter 7 in API Spec 5L:2018, for a specific order batch, if
agreed upon, the order contract shall indicate which of the following terms apply:
a) The requirements for the grain size, banded structure and inclusions of PSL 2 steel
pipe raw materials resistant to ductile fracture propagation for gas transmission
pipelines (see 5.2);
b) Hydrostatic pressure test of butt-joined steel pipes (see 5.3);
c) Order PSL 2 steel pipes for pure hydrogen transmission pipelines (see Appendix A);
d) Evaluation of abnormal fractures by drop weight tear (DWT) test (see Appendix B).
5 Technical Requirements
5.1 General
Except for the supplementary requirements and exceptions specified in 5.2 ~ 5.15, as well as
Appendix A, Appendix L, Appendix O and Appendix P in API Spec 5L:2018, this document
shall be implemented in accordance with the relevant chapters of API Spec 5L:2018.
If there is no specific indication to which level of steel pipes a certain requirement applies, then,
the requirement applies equally to PSL 1 and PSL 2 steel pipes.
Unless otherwise agreed, if the purchaser selects multiple special-purpose supplementary
requirements based on the expected service conditions agreement, the steel pipes shall comply
with the most stringent requirements among the special-purpose supplementary requirements.
5.2 Grain Size, Banded Structure and Inclusions of PSL 2 Steel Pipes Resistant to
Ductile Fracture Propagation
When ordering PSL 2 steel pipes resistant to ductile fracture propagation for gas transmission
pipelines, if agreed upon, the requirements for the grain size, banded structure and inclusions
of the raw materials can be specified.
5.3 Hydrostatic Pressure Test of Butt-joined Steel Pipes
If the pipe sections used for welding butt-joined steel pipes have been subjected to hydrostatic
pressure test and qualified before butt-joining, if agreed upon, the butt-joined steel pipes may
be exempted from the hydrostatic pressure test.

5.8 Re-test of Guided Bending Test
If one or two specimens do not comply with the specified requirements, the manufacturer may
choose to intercept specimens from two steel pipes taken from the same test batch for re-test.
If these specimens comply with the specified requirements, except for the initially selected
sample pipes, all steel pipes from the test batch shall be accepted. If any re-test specimen does
not comply with the specified requirements, the manufacturer may choose to sample the
remaining steel pipes of the test batch one by one for testing.
For any disqualified steel pipe, the manufacturer may also conduct the re-test by cutting back
at the same end and taking twice the size of specimens. If the added specimens comply with the
specified requirements, then, the steel pipe will be accepted. If any of the added specimens does
not comply with the specified requirements, then, the steel pipe will be rejected and shall not
be cut back or re-tested again.
The specimens used for re-test shall be intercepted in accordance with the requirements of Table
19 in API Spec 5L:2018, Table 20 in API Spec 5L:2018 and 10.2.3.6 in API Spec 5L:2018.
If applicable, re-processing shall comply with the stipulations of 10.2.11 in API Spec 5L:2018.

1 Scope
This document specifies the manufacturing requirements for welded steel pipes (hereinafter

4 Information Provided by the Purchaser
