General specification for children’s case and bag
1 Scope
This document specifies the terms and definitions, product classification, technical
requirements, test methods, inspection rules, marking, labeling, packaging,
transportation and storage for children’s case and bag.
This document applies to case and bag products intended for children under the age of
14.

document and are indispensable to its application. For dated references, only the version

3.3 Hazardous sharp edge
Accessible edges that are likely to cause unreasonable harm to a child during normal
use or reasonably foreseeable abuse.

3.4 Hazardous sharp point
Accessible points that are likely to cause unreasonable harm to a child during normal
use or reasonably foreseeable abuse.

3.5 Pulling rope
Ropes, drawstrings, etc. – made of various textile or non-textile materials, of a certain
length – designed for adults to pull children to prevent children from getting lost.
3.6 Reasonably foreseeable abuse
Case and bag are used under conditions not recommended by the supplier, or for
purposes not recommended by the supplier, which, however, may happen; this is caused
by the combination of the case and bag and the normal behavior of children, or only by
the normal behavior of children.
Examples: beating, biting, repeatedly opening and closing case and bag, etc.

3.7 Pompom
A ball combed and formed from long or multiple strands of fiber or cords winding the
center.

3.8 Reflective fabrics
Textiles – combined by reflective material with textile base material – which have
strong retroreflective performance under the light source.

4 Product classification
According to the age of the target users, it is divided into the following three classes:
-- Class I: case and bag for infants and children aged 36 months or below;
-- Class II: case and bag for children aged from 36 months (included) to 6 years;
-- Class III: case and bag for children aged from 6 years (included) to 14 years.
5 Technical requirements
5.1 General
5.1.1 Pattern or LOGO
The pattern or LOGO design on the case and bag shall help guide children to establish
correct values and outlook on life, and create a good educational atmosphere.
5.1.2 Ergonomics (backpack)
The design of children’s backpacks should take the user characteristics and the use
situation into consideration, to achieve the goals of safety, health, efficiency and
comfort. The main ergonomic design principles include the following.
-- Human-machine geometric adaptability: The overall appearance of the backpack,
and the structural dimensions of the shoulder straps and related accessories shall
match the body dimensions of Chinese children of the corresponding age group
(GB/T 26158-2010), and should be designed accordingly and adjustably for
children of different ages and different school ages, so as to match the body
structure of different children.
-- Mechanical load suitability: The designed load-bearing capacity of the backpack
and the control force of the control components shall not exceed the children’s
strength limit; the design of the backpack’s structural size, strap position layout,
material hardness and cushioning should take into account the children’s pressure
comfort of the waist, back, shoulders, etc. under the carrying state.
-- Effect on body balance: Maintain carrying stability under static and dynamic states,
as well as special usage scenarios.
-- Ease of use: The user interface for opening, locking, adjusting, information display
and feedback, terminology and graphic symbols of the backpack shall be simple,
easy-to-understand, easy-to-learn, efficient and easy-to-operate.
5.2 Raw materials and accessories
6 Test methods
6.1 Raw materials and accessories
Before processing and production, inspection shall be carried out according to relevant
standards.
6.2 Chemical properties
Inspect according to the methods specified in GB 20400, GB 21550, GB 31701, GB
18401.
Short-chain chlorinated paraffins: Leather, fur, and regenerated leather materials shall
be tested according to the regulations of GB/T 38405; fabric materials shall be tested
according to the regulations of GB/T 40263; artificial leather/synthetic leather and
plastic materials shall be tested according to the regulations of SN/T 3814. When the
user can prove that GB/T 38405 has the same test results as GB/T 40263 and SN/T 3814
in the determination of fabrics, artificial leather/synthetic leather, and plastic materials,
the method can also be used. In the event of disputes or arbitration, the test results of
GB/T 40263 and SN/T 3814 shall prevail.
Phthalates: Leather, fur, regenerated leather, artificial leather/synthetic leather materials
shall be tested according to GB/T 22931; fabric materials shall be tested according to
GB/T 20388; plastic materials shall be tested according to GB/T 29608.
6.3 Appearance quality
Under natural light, use visual inspection, sensory inspection and combined measuring
scale inspection; the division value of the measuring scale is 1 mm.
6.4 Color fastness to saliva
Perform the test according to GB/T 18886.
6.5 Color fastness to alkali perspiration
Fabric materials shall be inspected according to GB/T 3922. Leather, regenerated
leather, artificial leather/synthetic leather materials shall be inspected according to
QB/T 2464.23, and fur shall be inspected according to QB/T 2924.
6.6 Color fastness to rubbing
Leather, regenerated leather, artificial leather/synthetic leather materials shall be
inspected according to GB/T 40920, dry rubbed 50 times, and wet rubbed 10 times; fur
materials shall be inspected according to QB/T 2790; fabrics, uncoated microfiber
materials shall be as specified in GB/T 3920 – taking a group of samples for inspection,
in which a rectangular friction head shall be used for uncoated microfiber materials.
6.7 Small components
6.7.1 Removable components
Inspect according to the provisions of 5.2 in GB 6675.2-2014.
6.7.2 Other small components
Any accessories, on the case and bag, that may be picked up by children or bitten by
their teeth shall be tested according to the provisions of 5.24 in GB 6675.2-2014 for the
reasonable abuse of tension and torsion, after which the small components that have
fallen off shall be inspected in accordance with the provisions of 5.2 in GB 6675.2-
2014.
6.8 Pompom
The pompom tensile test shall be carried out according to the provisions of 5.24.6.3 in
GB 6675.2-2014; the pompom test shall be carried out according to the provisions of
5.5 in GB 6675.2-2014.
6.9 Circular holes in rigid materials
Under natural light, use round rods with a diameter of 6 mm and 12 mm in combination
with a measuring scale for visual inspection.
6.10 Filling material
The sensory quality of filling materials shall be inspected by visual inspection and hand
feeling.
The seam tensile test of filling materials shall be carried out according to the provisions
of 5.24.6.2 in GB 6675.2-2014.
After the seam test, the small components in the filling material shall be subjected to
the accessibility test according to the provisions of 5.7 in GB 6675.2-2014.
6.11 Clearances of moving components
Under natural light, use round rods with a diameter of 5 mm and 12 mm in combination
with a measuring scale for visual inspection.
6.12 Pulling rope
Under natural light, perform the inspection by visual inspection combined with a
measuring scale.
Manually check whether the lock is normal; test 200 times, while opening-and-closing
is recorded as 1 time. The switch tests of different types of combination locks are as
follows:
-- Mechanical combination lock: Set the password by manually dialing the
combination wheel; use the set password to open and close the combination lock;
combine the numbers arbitrarily; perform the opening and closing tests separately;
-- Key lock: Hold the key by hand and insert it into the key slot of the lock cylinder
along the socket of the lock cylinder to open and close the lock;
-- Electronic coded lock: Use the electronic key to open and close the lock.
6.19.2 Random code test
The random code tests of different types of combination locks are as follows:
-- Mechanical combination lock: Choose any 10 groups of different random codes
for testing;
-- Key lock, electronic coded lock: Use a non-special key for 10 opening tests.
6.20 Durability of fasteners
Inspect according to QB/T 5084, for 1 000 times.
6.21 Durability of zipper
Select a zipper with a length of 20 cm, and test it at a frequency of (20±1) times/min;
test 200 times, with opening-and-closing recorded as one time. If the zipper length is
less than 20 cm, test within the maximum length of the zipper.
6.22 Suture strength
Cut out a piece of suture fabric from the main load-bearing part of the case and bag,
where the effective area is (100±2) mm × (30±1) mm [the length of the suture line is
(100±2) mm, and the width of the fabric on both sides of the suture line is (30±1) mm],
the width of the upper and lower clamps is (50±1) mm, and the spacing is (20±1) mm;
use a tensile machine for testing, at a tensile speed of (100±10) mm/min, until the wire
or fabric is broken. The maximum value displayed by the tensile machine is the suture
strength. If the value displayed by the tensile machine exceeds the specified value of
the suture strength, but the sample is not broken, the test can be terminated.
When the product label expressly indicates that the main load-bearing part of the case
and bag is the inner layer material, the inner layer shall be sampled for inspection.
Note: When fixing the sample, try to make the center of the suture line direction of the
sample be located at the center of the upper and lower clamps.
6.23 Durability of plastic buckle
Inspect according to QB/T 5247, for 1 000 times.
6.24 Corrosion resistance of hardware fittings
Inspect according to QB/T 3826, for a test time of 16 h. As for the zipper puller, only
evaluate the zipper pulls.
6.25 Reflective properties
Cut 3 samples of 20 mm × 20 mm from the reflective fabrics in different parts of the
case and bag; perform the measurement of the retroreflection coefficient according to
the provisions for the relative measurement method in Appendix C of GB 20653-2020.
Take the arithmetic mean of the 3 tested samples as the result, to an integer.
7 Inspection rules
7.1 Batch
An inspection lot is formed by products of the same variety and specifications that are
put into production with the same variety of raw materials and produced according to
the same production process.
7.2 Exit-factory inspection
Before leaving the factory, the appearance of each batch of products shall be inspected
one by one, and the products can only leave the factory after passing the inspection.
7.3 Type inspection
In any of the following situations, 3 pieces shall be randomly selected from the products
that have passed the ex-factory inspection for type inspection:
a) When there are major changes in product structure, process and materials;
b) When the production, which has been suspended for more than half a year, is
resumed;
c) When the national quality supervision agency proposes to carry out type
inspection;
d) Under normal production, type inspection shall be carried out at least once half a
year.
The type inspection items are all technical requirements of 5.3 ~ 5.5.
7.4 Determination rules
-- If more than 90% of the surface materials are the top layer leather (except the top
layer action leather), it can be marked separately as “leather”, and should be
marked with animal species (main categories), such as “sheep leather”, “pig
leather”, “cow leather” etc.;
