Technical specification for used batteries take-back
1 Scope
This Standard specifies the overall requirements, collection requirements,
sorting requirements, transportation requirements and storage requirements for
used batteries take-back.
This Standard applies to the entire process of used batteries take-back, with
the exception of used batteries that are hazardous waste.
2 Normative references

The process of using transportation equipment to transfer used batteries.
Note: Transportation includes collection, distribution, handling, loading and
unloading.

Storage
The activity of temporarily storing used batteries in specific places that meet the
requirements, for the purpose of collection, transportation, take-back and
disposal.
4 Overall requirements
4.1 Used batteries take-back enterprises shall establish and operate a
management system in accordance with GB/T 19001, GB/T 24001, GB/T
45001 and other standards.
4.2 Used batteries take-back enterprises shall establish labor protection, fire
safety responsibility management systems and environmental protection
management systems.
4.3 Used batteries take-back enterprises shall establish a safety accident and
environmental pollution prevention mechanism, and formulate an emergency
plan system for handling safety accidents and environmental pollution
accidents.
4.4 Used batteries take-back enterprises shall establish a used batteries take-
back information management system to record the category name,
characteristics, recycling time, location, quantity (weight), source, flow direction,
transaction status and other information of each batch of used batteries, report
statistical information, and keep relevant information for at least two years.
4.5 During the used batteries take-back process, the structure and appearance
of the used batteries shall be kept intact. It is strictly prohibited to damage the
used batteries without authorization. The damaged used batteries shall be
collected, sorted, transported and stored separately to prevent leakage,
corrosion, fire and other phenomena.
4.6 Hazardous waste which is generated or mixed in the used batteries take-
back process, or identified as hazardous waste according to the hazardous
waste identification standards and identification methods prescribed by the
country, shall meet the relevant requirements of HJ 2025 and be handed over
to an organization of relevant processing qualifications for processing.
7.3 The transportation of used batteries shall comply with the relevant
regulations of GB/T 26493.
7.4 It is prohibited to dump and discard used batteries without authorization
during transportation.
7.5 The packaging and transportation of retired power batteries for vehicles
should be carried out in accordance with the relevant regulations in GB/T
38698.1.
8 Storage requirements
8.1 The temporary storage site shall have an independent centralized site and
sufficient storage space; the storage volume shall not exceed 10 t.
8.2 The centralized storage site shall be selected in an urban industrial plot,
and conform to the local environmental protection and regional development
plan; the construction project of the newly-built centralized storage site shall
pass the environmental impact assessment. The storage scale shall match the
capacity of the storage site; the area of the storage site shall not be less than
500 m2; the storage time of used batteries shall not exceed 1 year.
8.3 Both the temporary storage site and the centralized storage site shall have
the functions of rain and flood prevention; the ground shall be hardened and
leak-proof; the pollution control shall meet the relevant requirements of GB
18599.
8.4 The storage site shall be equipped with fire safety facilities in accordance
with GB 50016 and GB 50140; fire safety and warning signs shall be set up in
accordance with GB 2894 and GB 15630, and be cleaned and transported
regularly.
8.5 Used batteries shall be stored in a closed or semi-enclosed environment of
good ventilation; they shall not be stacked in the open air. Used batteries shall
be stacked at a certain distance, and shall be kept away from flammable,
explosive and other dangerous goods warehouses and high-voltage
transmission line protection areas.
8.6 The storage of used batteries shall comply with the relevant regulations of
GB/T 26493.
8.7 Leaky used batteries shall be placed in insulated, fireproof and heat-
insulated containers after insulation and other protective treatments.
8.8 Used lithium-ion batteries shall be subject to safety testing before storage;
they shall be protected from light. The ambient temperature of the storage place
