service
1 Scope
This document specifies the product categories, assessment requirements, assessment methods in the assessment of green products for packings of
express services.
This document applies to the assessment of green products for packing of express services, which includes the following items: express envelopes, packing boxes, electronic waybills, fillers, packing bags, tapes, container bags, suspended fastening packings, etc., which are produced by paper, plastic, fiber, and a combination of multiple materials, as well as reusable packings for express services. This document is also applicable to the assessment of green products for postal packings of express services.

3 Terms and definitions
The terms and definitions as defined in GB/T 16606.1, GB/T 16606.2, GB/T 16606.3, YZ/T 0167, as well as the following terms and definitions apply to this document.
3.1
Envelope for express service
An envelope-type packing product which is produced by cardboard as the
main raw material, through die-cutting, printing and gluing, for the purposes of loading with express mail during the delivery process.

3.2
Packing box for express service
A box-type packing product which is produced by cardboard as the main raw material, through die-cutting, creasing, printing, etc., for the purpose of loading with express during the delivery process.

4.2.4 For the packing products for express services which have a combination of multiple materials, their main structure is composed of two or more materials, or made of composite materials.
5 Assessment requirements
5.1 Basic requirements
5.1.1 For the emission of pollutants from the manufacturers of packing products for express services, it shall meet the requirements of relevant environmental protection laws and regulations; it shall meet the requirements of national and local pollutant emission standards and total volume control indicators. There have been neither major safety accidents nor major environmental pollution incidents in the past three years.
5.1.2 For the manufacturers of packing products for express services, they shall adopt advanced technologies and techniques encouraged by the state.
However, they shall not use abandoned or prohibited technologies, techniques, equipment or related substances which are indicated in the release by the state or relevant authorities.
5.1.3 Manufacturers of packing products for express services shall have a special place to store solid waste generated during the production process, thereby avoiding the scattering, loss and leakage; reduce the generation amount and hazards of solid waste; carry out harmless disposal and resource utilization of solid waste.
5.1.4 Manufacturers of packing products for express services should, in according with GB/T 24001-2016, GB/T 23331-2012, GB/T 19001-2016, GB/T
45001-2020, etc. establish and operate environmental management systems, energy management systems, quality management system, occupational
health and safety management system.
5.1.5 Manufacturers of packing products for express services shall, in
accordance with the requirements of GB 17167, be equipped with energy
measuring instruments. Meanwhile, it shall be equipped with pollutant detection and online monitoring equipment in accordance with environmental protection laws, regulations and standards.
5.1.6 For the different types of packing products which are produced by manufacturers of packing products for express services, they shall meet the relevant product standard requirements, including but not limited to the following:
- The envelope shall meet the requirements of GB/T 16606.1;
- The packing box shall meet the requirements of GB/T 16606.2; the
honeycomb cardboard box shall also meet the requirements of BB/T 0016;
- The packing bag shall meet the requirements of GB/T 16606.3;
- The fillers and suspended fastening packing shall meet the requirements of YZ/T 0166;
- The electronic waybill shall use a bottomless paper-type one-page form, which meets the relevant requirements in YZ/T 0148;
- The tape shall use biodegradable tape, which meets the requirements of YZ/T 0160.2;
- The container bags for express services shall meet the requirements of YZ/T 0167;
- The reusable packing products for express services shall, in addition to meeting the relevant product standards, also meet the relevant
requirements of GB/T 16716.3-2018.
5.1.7 Packing products for express services shall meet the requirements of national and local plastic reduction and restriction policies. Meanwhile, on the premise of satisfying the use functions of product, it shall adopt reduced, reusable, recyclable designs.
5.2 Assessment index requirements
5.2.1 Paper packing products for express services
The assessment index requirements for envelopes, packing boxes, paper fillers, electronic waybills are as shown in Table 1. The assessment index
requirements for other paper express packing products shall meet the
requirements of GB/T 35613.
