Consumer product safety - Guidelines for risk control
1 Scope
This Standard provides guidelines on basic principles, basic procedures, risk
control measures and document management for risk control of consumer
product safety.
This Standard is applicable to consumer product manufacturers, sales
companies and regulatory agencies and other related parties to carry out
consumer product safety risk control.
2 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
2.1 consumer product
the product designed and produced mainly but not limited to personal use,
including product components, parts, accessories, instructions for use and
packaging

2.2 consumer product safety
the state that consumer product is exempt from unacceptable risks
[GB/T 28803-2012, definition 3.4]
2.3 risk
the combination of probability of injury and severity of injury
[GB/T 22760-2020, definition 2.6]
2.4 hazard
potential source of injury
[GB/T 22760-2020, definition 2.3]
2.5 risk assessment
Enterprises play a central role in the control of consumer product safety risks.
It is very necessary to control the safety issues during the whole life cycle of
consumer products.
The content of the enterprise's consumer product risk control measures
includes but is not limited to the following key content:
- Strictly purchase raw materials. Optimize process flow. Strengthen product
factory inspection. New technologies and processes can be introduced to
enhance the enterprise’s ability to reduce consumer product safety risks;
- Strengthen product after-sales management. Avoid product safety risks
caused by unprofessional after-sales work. For example, avoid water
heater products that are not grounded during the after-sales installation
process and cause casualties. After the product is sold, when it is found
that there is a greater risk of product safety, it can carry out related work
such as product recalls and carry out risk identification and risk
assessment for products that have been produced but not shipped. Take
risk control measures;
- Continuously educate employees on risk awareness through relevant
standards, risk cases and risk management training.
5.1.2 Regulatory agencies
Regulatory agencies can carry out risk management and control of consumer
product safety through measures such as policy support, supervision and
management, and administrative penalties.
Regulatory agencies may consider, but are not limited to, the following aspects
of consumer product safety risk control:
- Policy support includes formulating or improving relevant laws, regulations,
rules, systems and standards at the national and regional levels;
- Supervision and management include regional reorganization, industry
reorganization and business interviews;
- Administrative penalties include mandatory recalls and fines.
5.1.3 Industry organizations
Industry organizations manage and control consumer product safety risks
through measures such as advocating industry self-discipline, training and
guidance, and technical support.
The risk control measures of consumer product of industry organizations play
but are not limited to the following roles:
5.2.2 Protective measures
For consumer products that cannot rely solely on design, technology, raw
materials and so on to achieve inherent safety of consumer products, consider
adopting measures such as installing protective devices in risk areas to control
consumer product safety risks. Assess the possible risks of added product
protection devices. After assessing the final risks are acceptable, product
protection devices can be installed.
5.2.3 Risk information transmission
The enterprise transmits risk information to consumers through channels such
as product instruction manuals, product warning signs, video and audio-visual
materials. For disadvantaged groups such as children, the elderly, pregnant
women and the disabled, consider their information acceptance and cognitive
ability, so as to adopt corresponding risk warning information.

6 Document management
Establish a complete record system for the safety risk control process of
consumer products. And save as a written or electronic file. The document
includes (but not limited to) the following:
a) Consumer product information for risk control;
b) Type of intolerable risk and the severity of the injury;
c) Risk control plan;
d) Minutes of risk control plan review meeting and review conclusion;
e) Residual risk assessment results;
f) Related documents of other consumer product safety risk control.

A.3.1.1.2 In the conformity testing before the hair dryer exits the factory, it shall
add the testing of sucking-twisting hair.
A.3.1.1.3 Once the hair dryer sold has the risk of sucking-twisting hair, it shall
conduct active recall. Conduct safety tests on hair dryers that have been
produced but not sold out. Take relevant improvement measures.
A.3.1.2 Control measure of industry organizations
A.3.1.2.1 Track IEC 60335-2-23 dynamics. Organize and revise relevant
Chinese standards in time.
A.3.1.2.2 Organize relevant professional and technical personnel. Provide
technical support such as technical guidance and technical breakthrough for
enterprise hair dryers to prevent sucking-twisting hair.
A.3.1.3 Control measure of regulatory agencies
A.3.1.3.1 Clarify the basic design requirements of the anti-sucking and twisting
device of the hair dryer.
A.3.1.3.2 Interview with hair dryer product manufacturers that have more
problems with sucking-twisting hair.
A.3.1.3.3 Give corresponding penalties to companies that seriously endanger
consumer safety and refuse to make rectifications.
A.3.1.4 Control measures of other related parties
A.3.1.4.1 Carry out consumer education on the safe use of hair dryers. Issue
relevant consumer warnings.
A.3.1.4.2 When buying a hair dryer, carefully check the instructions and
certificates. During use, strictly observe the precautions. Unplug the plug in time
after use.
A.3.2 Technical control measures for the risk of sucking-twisting hair by
hair dryer
A.3.2.1 Inherently safe design measures
A.3.2.1.1 In the product design stage of the hair dryer, the distance from the
front end of the big fan to the center of the net cover shall be extended.
A.3.2.1.2 In the product design stage of the hair dryer, ensure that a certain
safety and risk buffer distance is maintained between the front end of the fan
blade and the nearest end of the net cover.
