1 Scope
This Standard specifies the terms and definitions, classification, requirements, test methods, inspection rules, markings, packaging, transportation, storage and shelf life of makeup-removal oil, makeup-removal lotion, makeup-removal emulsion, makeup- removal balm, and makeup-removal cream.
This Standard is applicable to makeup-removal oil, makeup-removal lotion, makeup- removal emulsion, makeup-removal balm, and makeup-removal cream whose main purpose is to remove cosmetics and clean the skin.
This Standard is not applicable to water-in-oil makeup-removal emulsion and makeup- removal cream products.

3 Terms and Definitions
For the purpose of this document, the following terms and definition apply. 3.1 Makeup-removal oil, makeup-removal balm
It is an oily or paste-like makeup-removal products that are made from mineral oil, animal and vegetable oils, synthetic esters, surfactants, flavors, pigments, etc. by mixing.
3.2 Makeup-removal lotion
It is a single-layer, easy-flowing makeup-removal products that are made from water, surfactants, flavors, pigments and other raw materials by mixing; or the multi-layer, easy-flowing makeup-removal products that are made from water, mineral oil, animal and vegetable oils, synthetic esters, surfactants, flavors, pigments, etc. by mixing or emulsifying.
3.3 Makeup-removal emulsion, makeup-removal cream
It is an oil-in-water makeup-removal products, with an emulsion or cream appearance, that are made from water, surfactants, mineral oil, animal and vegetable oils, synthetic esters, thickeners, flavors, pigments, etc. by emulsifying process.
4 Classification
Products may be divided into the following three categories according to their main ingredients and properties:
--- Makeup-removal oil, makeup-removal balm (Type-I);
--- Makeup-removal lotion (Type-II);
--- Makeup-removal emulsion, makeup-removal cream (Type-III).
5 Requirements
5.1 Requirements for raw materials
The raw materials that are used in the products shall comply with the provisions of Safety and Technical Standards for Cosmetics (2015 Edition), and the used flavors shall meet the requirements of GB/T 22731.
6.2.1.3 Makeup-removal emulsion, makeup-removal cream
It shall be tested by the dilution method specified in 6.1.1 of GB/T 13531.1-2008. 6.2.2 Heat-resistance
6.2.2.1 Instrument
Constant temperature incubator: temperature control accuracy ??1??C.
6.2.2.2 Operating procedures
Adjust the constant temperature incubator to 40??C in advance; and place the completely-packaged specimen in the constant temperature incubator. Take out the specimen after 24h; and visually observe it after returning to the room temperature. 6.2.3 Cold-resistance
6.2.3.1 Instrument
Refrigerator: temperature control accuracy ??2??C.
6.2.3.2 Operating procedures
6.2.3.2.1 Makeup-removal lotion (Type-II)
Adjust the refrigerator to 5??C in advance, put the completely-packaged specimen in the refrigerator, take out the specimen after 24h; visually observe it after returning to the room temperature.
6.2.3.2.2 Makeup-removal oil, makeup-removal balm (Type-I); makeup-removal emulsion, makeup-removal cream (Type-III)
Adjust the refrigerator to -8??C in advance; place the completely-packaged specimen in the refrigerator; take out the specimen after 24h; visually observe it after returning to the room temperature.
6.2.4 Centrifugal test
6.2.4.1 Instrument
The test equipment is as follows:
a) Angle-type low-speed tabletop centrifuge, the maximum relative centrifugal force is 19.6N~30.7N;
b) Centrifuge tube: two with a scale of 10mL;
c) Electric heating constant temperature incubator: temperature control accuracy ??1??C;
