1 Scope
This Standard specifies the framework of global navigation satellite system for vehicles engaged in road transport as well as functional requirements of the government monitoring and management platform and enterprise monitoring platform, platform performance and other requirements in global navigation satellite system for vehicles engaged in road transport.
This Standard is applicable to government supervision platform for global navigation satellite system for vehicles engaged in road transport and satellite positioning system platform built by enterprise or operators.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply. 3.1 vehicles engaged in road transport
vehicles specialized in road passenger transport and road cargo transport light, picture, and text.
5.1.5 Alarm management
The government platform shall have the function of receiving the alarm
information reported by the access platform and the corresponding alarm processing information.If the lower-level supervision platform or enterprise platform fails to report the alarm processing information within the agreed time, the supervision platform shall be able to send an alarm handling request command to it manually or automatically.
5.1.6 Basic data management
Basic data management shall have the ability to query and manage basic
information such as various vehicles, employees and transport companies that access to the platform.
5.1.7 Dangerous goods vehicle/ enterprise management
5.1.7.1 Dangerous goods vehicle management
Dangerous goods vehicle management shall have query and statistics
functions.The specific requirements are as follows.
a) Query about dangerous goods vehicles, including query about online
dangerous goods vehicle, query about previously online dangerous goods
vehicle, query about cross-border dangerous goods vehicle, query about
transported dangerous goods information, query about dangerous goods
transport line and alarm situation query, etc.;
b) Dangerous goods vehicle statistics, including statistics on online situation of dangerous goods vehicles, statistics on previously online situation of dangerous goods vehicles, statistics on the cross-domain of dangerous
goods (between different regulatory platforms in different regions),
statistics on the alarm situation of dangerous goods vehicles, and
statistics on the distribution of dangerous goods vehicles.
5.1.7.2 Management of dangerous goods transport enterprise
The management of dangerous goods transport enterprise shall have the
functions of query, statistics and assessment.The specific requirements are as follows.
a) Query about dangerous goods transport enterprise, including detailed information on dangerous goods transport enterprise;
b) Statistics of dangerous goods transport enterprise, including statistics on the distribution of dangerous goods enterprise, statistics on online
a) Tourist charter query, including query about online chartered vehicle, query about previously online situation of chartered vehicle, query about cross-domain chartered vehicle, query about nighttime illegal operation and alarm situation query, etc.;
b) Tourist charter statistics, including statistics on the online status of tourist charter, statistics on the previously online status of tourist charter, statistics on the cross-domain of tourist charter (between different
regulatory platforms in different regions), statistics on the alarming status of tourist charter and statistics on the distribution of tourist charter. 5.1.9.2 Tourist charter enterprise management
Tourist charter enterprise management shall have query, statistics and
assessment functions.The specific requirements are as follows.
a) Tourist charter enterprise query, including query about tourist charter enterprise details and query about operating line of tourist charter;
b) Tourist charter enterprise statistics, including statistics on distribution of tourist charter enterprise, statistics on online status of vehicles belonged to tourist charter enterprise and statistics on alarming status of vehicles belonged to tourist charter enterprise;
c) Assessment of tourist charter enterprise, including monthly, quarterly and annual assessments of tourist charter enterprise.
5.1.10 Freight vehicle/ enterprise management
5.1.10.1 Freight vehicle management
Freight vehicle management shall have query and statistics functions.The specific requirements are as follows.
a) Freight vehicle query, including query about online freight vehicle, query about previously online freight vehicles, query about cross-domain freight vehicle and query about alarm status;
b) Freight vehicle statistics, including statistics on online freight vehicle, statistics on previously online freight vehicles, statistics on cross-domain status (between different regional regulatory platforms) of freight vehicle, statistics on alarming status of freight vehicle and statistics on distribution of freight vehicle.
5.1.10.2 Freight enterprise management
Freight enterprise management shall have the function of query, statistics and assessment.The specific requirements are as follows.
Geographic information query shall have fuzzy search function for facilities, place names, routes and administrative areas.
5.1.13.2 Electronic map expression
Electronic map expression shall comply with the provisions of GB 20263. 5.1.13.3 Target image display
Government platform shall support dynamic targets, custom facilities and point- and-line overlays of vehicles.It shall support map display, image display, image and map overlay display.
5.2 Platform interface function
5.2.1 Information exchange with other platforms
5.2.1.1 Government platform shall have information exchange functions with higher-level government platforms and access platforms, including vehicle dynamic, static information, and cross-domain information exchange.
5.2.1.2 Government platform shall have information sharing functions such as network interconnection and data exchange with local transportation
information systems.
5.2.1.3 Government platform shall have the function of issuing or forwarding information, such as directional notifications, instructions, alarms, etc., to specific vehicles in accordance with industry, time, and region.
5.2.2 Data sharing interface
Government platform shall have a standard data sharing interface to provide data sharing interface services for other government departments.
5.3 Platform management
The platform shall have functions such as user, role, authority, organization, log management, etc., and can realize the controllable configuration of sound and light prompts for alarms.
5.4 Statistical analysis
5.4.1 Platform management statistical analysis
Government platform shall have statistical analysis functions such as the total number of access platforms, the number of online platforms, the number of vehicles accessing the network on the platform, the number of previously online vehicles on the platform, and the number of alarms on the platform.
6.1.2.1 Alarm
The enterprise platform shall support receiving alarm information triggered by the vehicle terminal, including illegal driving alarm, front collision alarm, tire pressure abnormal alarm, lane departure warning, emergency alarm,
equipment failure alarm, deviation route alarm, regional alarm, overspeed alarm, fatigue driving alarm, power failure alarm, timeout parking alarm, dynamic information reporting abnormal alarm and battery under-voltage alarm, etc.If some alarms are difficult to be implemented by the terminal, such as illegal driving alarms, offset route alarms, regional alarms, the platform shall be able to generate alarms according to business needs, and shall be able to configure whether to issue terminals for alarm prompts.When an alarm is generated, the vehicle's dynamic position information, static information, and related information can be prompted and displayed by sound, light, picture, and text. 6.1.2.2 Alarm information processing
The enterprise platform shall have the function of processing the alarm information reported by the terminal and the alarm information generated by the analysis of the enterprise platform.It shall support the real-time transmission of alarm information and alarm processing result information to the government platform and respond to the alarm handling request instruction issued by the government platform.The alarm information processing process includes alarm information confirmation, alarm processing, alarm processing status
registration and alarm information processing status tracking.The alarm processing can be handled in the following ways according to different alarm types, including vehicle monitoring, photographing, alarm release and sending information, etc.The purpose of reminding the driver is achieved by issuing the information.All alarm and alarm processing information shall be recorded and provided with query function.
6.1.3 Monitoring function
6.1.3.1 Vehicle monitoring management
Vehicle monitoring management shall include real-time reminder of vehicle?€?s online and offline status, vehicle scheduling, vehicle monitoring, vehicle tracking, vehicle naming, vehicle search, regional inspection and vehicle remote control.
a) real-time reminder of vehicle's online and offline status. real-time reflection of vehicle's online and offline status, reminding by sound, light, etc.; b) vehicle scheduling. select vehicles in multiple ways and deliver scheduling information to the vehicle;
c) vehicle monitoring. real-time receiving dynamic information uploaded by 6.1.3.5 Vehicle video and image monitoring
The enterprise platform provides real-time monitoring of video and image signals for single vehicle or multiple vehicles and recall of historical video and image data.
6.1.3.6 Electronic map management
Electronic map management shall comply with the provisions of 5.1.13.
6.1.4 Platform interface function
6.1.4.1 Interact with government platform information
6.1.4.1.1 The enterprise platform shall have the ability to exchange information with government platforms, including vehicle dynamics, static information, and cross-domain information exchange.
6.1.4.1.2 The enterprise platform shall have the function of automatically retransmitting after reconnecting with the higher-level government platform or supplementing the dynamic location information according to the instructions of the superior platform.
6.1.4.1.3 The enterprise platform shall have the function of receiving
notifications from the higher-level government platform and displaying them prominently.
6.1.4.1.4 The enterprise platform shall have the function of issuing the instructions of the higher-level government platform to the vehicle terminal. 6.1.4.1.5 The enterprise platform shall have data synchronization function with superior platform.
6.1.4.2 Connection between monitoring platforms
The platform shall have the function of monitoring the connection between itself and the upper-level government platform.When the line is dropped, the user shall be prompted with a sound, light, etc.until the connection is restored. 6.1.5 Monitoring-managing function
6.1.5.1 Monitoring-managing tour inspection
The enterprise platform shall be able to respond to the inspection instructions issued by the government platform and report the results of the inspection to the government platform.
6.1.5.2 Real-time data exchange of monitoring-managing platform
6.1.7.6 Platform management
The platform shall have functions such as user management, role management, permission management, log management, and alarm control configuration. The alarm control configuration function shall realize the controllable configuration of the sound and light prompts for the alarm.
6.1.7.7 Platform operation monitoring management
Platform operation monitoring management shall have at least the following functions.
a) server status monitoring function that can monitor various service statuses; b) platform resource monitoring function that can monitor the resource
consumption of each server and display resource consumption.
6.2 Business function
6.2.1 Route deviation alarm
When the vehicle deviates from the preset driving route range and exceeds the threshold, it shall alarm and prompt by sound, light, etc.to provide recording and processing of the deviation route alarm.
6.2.2 Route key point monitoring
Support the monitoring of the key point time of the vehicle's driving path, that is, when the vehicle does not arrive or leave the designated position within the specified time, it shall prompt in real time by sound, light, etc.to provide recording and processing of the alarm.
6.2.3 Region alarm
The enterprise platform shall have the function of setting a circular or polygonal restricted region on the platform to realize the alarm function after the vehicle enters and exits the region.And prompt by sound, light, etc., providing record and processing of the alarm, and realizing batch scheduling processing for the vehicle of the alarm object.
6.2.4 Segment speed limit monitoring
The platform shall be able to set a speed limit threshold for the segment, achieve an overspeed alarm, and provide warning, recording and processing of overspeed.
6.2.5 Fatigue driving alarm
Alarm when the driver's continuous driving time exceeds the threshold, and b) time interval for vehicle terminal to report the vehicle dynamic data in the non-sleep state is not more than 60s;
c) in the absence of external factors, the fault recovery time does not exceed 120min.
7.1.2 Emergency and alarm information response time
Alarm and alarm information processing shall at least meet the following requirements.
a) emergency and alarm information processing time does not exceed 10min; b) give priority to guarantee the display of alarm information and alarm processing information.
7.1.3 Platform vehicle access performance
The requirements for platform vehicle access performance are as follows. a) positioning data high concurrent processing power. average is 500 strips/s, peak is 1000 strips/s;
b) the enterprise platform can support at least 10,000 terminal access and support more than 10,000 dynamic target monitoring capabilities;
c) the government platform (except at the county level) can support the display of over 100,000 dynamic targets.
7.1.4 Platform response time
When the maximum number of concurrent users reaches the number of
concurrent users required by the system design, the average response time of each transaction shall not exceed five times the average response time of a single user.
7.1.5 Map data quality
The quality of the electronic map data meets at least the following requirements. a) the electronic map shall use an electronic map approved by the national surveying and mapping authority;
b) the map update frequency is not less than once a year.
7.2 Network transmission
The requirements for network transmission environment are as follows.
