examining-testing station
1 Scope
This Standard specifies the ability and conditions for power-driven vehicle safety technology examining-testing station (hereinafter referred to as ?€?the safety technology examining-testing station?€?) to carry out the testing for power- driven vehicle?€?s safety technology performance.
This Standard is applicable to planning, construction, operation management of the safety technology examining-testing station as well as qualification, proficiency verification and supervision of the safety technology examining- testing station.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply. 3.1 power-driven vehicle safety technology examining-testing
according to the "Road Traffic Safety Law of the People's Republic of China" and its implementation regulations, in accordance with the national safety management regulations and technical standards of motor vehicles, the activity for detecting the safety technology performance of a power-driven vehicle traveling on a road, including initial safety technology performance testing at the time of power-driven vehicle registration and regular or irregular safety technology performance testing after registration

4 General requirements
4.1 Basic requirements
4.1.1 The setting of the safety technology examining-testing station shall follow the principle of reasonable layout and convenient testing.
4.1.2 It shall have independent legal personality and can bear the
corresponding legal responsibility.
4.1.3 It shall have personnel, equipment, workplace and management system for safety technology testing of power-driven vehicle. It shall comply with the requirements of the ?€?Administrative Measures for the Qualification of Inspection and Testing Institutions?€? of State Administration of Quality Supervision, Inspection and Quarantine and the ?€?Guidelines for the Accreditation of
Inspection and Testing Institutions?€? of the National Certification and
Accreditation Administration.
4.2 Management system
4.2.1 Establishment of management system

NOTE 1: It shall select either roller reaction brake test bench or flat brake test bench. NOTE 2: It shall select either portable brake performance tester or contactless car speed meter. NOTE 3: When it is equipped with a shaft (wheel) weight meter, it shall no longer be equipped with a complete quality tester.
5.3 General requirements for testing equipment
5.3.1 If it is included in the national catalogue for the management of measuring instruments, it shall obtain a manufacturing license for measuring instruments. 5.3.2 The metrological technical institution authorized by the quality and technical supervision department at or above the provincial level shall be verified or calibrated according to the corresponding national metrological verification regulations or metrological calibration specifications. And it shall be within the validity period. Re-verification or calibration shall be performed after repair, before new purchase, after removal of fixed equipment, during routine equipment inspection, or during inspection when it is found to have an impact on metering performance. Or it can be used again when the test is verified reliable.
5.3.3 It shall meet the requirements for testing items specified in GB 21861. 5.3.4 It shall have a clear product nameplate. The nameplate shall have the following information: name, model, manufacturer name, exit-factory number, production date, measuring scope (range), power supply voltage. When it is listed in the national catalogue of measuring instruments in accordance with the law, there shall be a manufacturing instrument license sign and number. 5.3.5 There shall be an instrumentation periodic table. The content includes: the name and number of the equipment, the verification period, the verification authority, the latest verification date, and the person in charge of submitting application for inspection.
5.3.6 There shall be an obvious logo of uniform format. Respectively use green, yellow and red colors to represent "qualified", "approved" and "disabled". The than 3 mm/m; the track and the guide line shall be

4. The main metrological performance shall meet the
requirements of JJG 745.
4 Shaft (wheel) weight
1. Shall be able to detect: left and right wheel weight (kg);
2. The valid bit of the detected data is: integer;
3. The rated load bearing mass shall meet the maximum axle
load requirement of the vehicle to be inspected;
4. Installation requirements: the height difference between the
upper surface of the weighing platform and the ground plane
shall not exceed ??5mm;
5. The main metrological performance shall meet the
requirements of JJG 1014.
5 Roller reaction type load brake test bench
1. Shall be able to detect: wheel braking force, no-load braking
rate, no-load braking unbalance rate, loading shaft braking rate,
loading shaft brake imbalance rate, parking brake force, N;
2. The valid bits of the test data are:
a) when the original braking force value is detected, the car is
kept to 10N and the motorcycle is kept to 1N;
b) other test results are retained after the decimal point;
3. with load testing function, its technical performance and
installation requirements shall be in accordance with the
provisions of GB 21861;
4. The main metrological performance shall meet the
requirements of JJG 906;
5. Product standards are in accordance with the provisions of
GB/T 13564.
6 Flat brake test bench
1. Shall be able to detect: wheel braking force, N; axle braking
rate, coaxial left and right unbalance rate, vehicle braking rate,
parking brake rate, %; coordination time, s;
2. The valid bits of the test data are:
a) the original braking force value can be retained to 10N;
b) the coordination time is 2 digits after the decimal point;
c) the valid bit of other test result data is 1 bit after the decimal
point;
3. Installation requirements: the board surface and the ground
level, the average height difference between the board surface
and the ground does not exceed ?? 5mm;
4. The main metrological performance shall meet the
requirements of JJG 1020;
5. Product standard basis: GB/T 28529.
7 Non-contact car speed meter
1. Shall be able to detect: the driving speed (km/h) and driving
distance (km) of the car;
2. The main metrological performance shall meet the
requirements of JJF 1193.

6 Networking and computer control
6.1 The safety technology examining-testing station shall have a data
communication interface with computer control, networking and controlled functions. It can communicate with competent authorities and related business departments to achieve information sharing. Meet the reequipments of GB/T 33191.
6.2 The safety technology examining-testing station shall establish the database and test items of the model to be inspected, and the parameter limit database. Its networking system shall not change the test principle, resolution, effective number of testing results and test result data of the test equipment, in accordance with the requirements of GB/T 26765.
6.3 The computer control system shall have functions such as vehicle
information registration, controlled automatic testing of specified items and parameters; collection, calculation, determination, transmission and archiving of test parameters; automatic generation of test reports and statistical reports; query, printing and statistics of specified information.
6.4 It shall have manual entry function for manual inspection project and test results of testing equipment that fails to be networked.
6.5 It shall set the access rights and operation log for testing data, system information.
7 Facilities
7.1 Working environment of the safety technology examining-testing
station
The safety technology examining-testing station shall have a fixed workplace. Its working environment shall ensure the normal development of inspection work.
7.2 Facilities of the safety technology examining-testing station
vehicles with different wheelbases. Avoid reverse testing during the testing process;

7.3 Power configuration
7.3.1 There shall be a distribution room that meets the power requirements of GB 50054.
7.3.2 Configure the corresponding power distribution panel according to the size of the power load, in accordance with the requirements of GB/T 7251.1. The three-phase power input terminal of the power distribution panel shall have missing, overvoltage, under-voltage and leakage protection devices. The power distribution panel shall have the required power distribution function. 7.3.3 If it is equipped with emergency power station (generator set), there shall be power grid and power station switching device.
7.4 Off-line testing site
7.4.1 Vehicle uniqueness confirmation and body appearance inspection
Vehicle uniqueness confirmation and body appearance inspection can be set up separately or performed at the parking lot. Chassis inspection can be done in the trench of the testing workshop. It is also possible to set up a separate testing workshop and build a trench (recommended trench length is 10m, depth is 1.6m, width is 0.75m, trench aisle height is 1.75m). The uniqueness
confirmation, body appearance inspection, and chassis inspection are
completed in the external testing workshop.
7.4.2 Chassis dynamic testing
Chassis dynamic testing needs to be carried out while the testing vehicle is running. It can be carried out on test road. It is also possible to design the road section separately but pay attention to the distance from the visual inspection site, the convenience and safety of driving.
