Format and Technical Specification for CPU Card
1 Scope
This Part of GB/T 35070 specifies the technical requirements, data format and other
requirements of CPU card for parking electronic toll collection system.
This Part is applicable to the design, manufacture, issuance and application of non-
cash payment card or CPU card, which implements automatic payment through
exclusive short-range communication protocol in parking electronic toll collection
system and vehicle access management system.

3.8 Application Maintenance Key
Application maintenance key refers to a key which is used in MAC calculation in the
update of some files under application in CPU card.
3.9 Purchase Key
Purchase key refers to a key which is used for bidirectional authentication in purchase
transaction process in CPU card.
3.10 Load Key
Load key refers to a key which is used for bidirectional authentication in load
transaction process in CPU.
3.11 Subkey
Subkey refers to a key which is obtained through dispersed master key.
3.12 Error Counter
Error counter refers to a property which is used to restrict consecutive errors of key
authentication in key.
3.13 File Identifier
File identifier is a unique identification symbol of a file.
3.14 Short File Identifier
Short file identifier refers to a unique short identification symbol of a file. By default,
short file identifier is the latter five file identification symbols.

5 Technical Requirements
5.1 Basic Functions
CPU card shall have the following functions.
---COS;
---Contact interface supports T=0 communication protocol; non-contact interface
supports Type-A communication protocol in ISO/IEC 14443;
---Support multiple applications for one card; the various applications shall be
mutually independent;
---Support multiple file types, including binary file, fixed-length record file, variable-
length record file and loop file;
---In communication process, support multiple security protection mechanism
(protection of information confidentiality and integrity);
---Support multiple secure access modes and permissions (authentication function
and password protection);
---Support DES, 3DES and SM4 algorithm;
---Support electronic purse and its extended application;
---Support file identifier selection directory mode.
5.2 Basic Performance
CPU card shall satisfy the following performance requirements.
---Storage capacity shall be not less than 16 k bytes;
---Contact interface supports the selection of multiple communication rates;
default communication rate is 9.6 kbps; supports communication rate of not
less than 57.6 kbps through PPS protocol; the communication rate of non-
contact interface shall be not less than 106 kbps;
---Encryption and decryption performance shall be not lower than the performance
of DES co-processor;
---Randomness indexes which generate random numbers shall comply with
internationally acknowledged standard requirements on random number
generation by hardware.
5.3 Physical Properties
Physical properties of CPU card shall comply with the stipulation in GB/T 16649.1 and
ISO/IEC 10373-1.
5.4 Environmental Condition Adaptability
Under the following environment conditions, CPU card shall be able to stay normal.
---Working temperature. general requirement. -25 °C ~ +70 °C (cold area. -40 °C
~ +70 °C);
---Storage temperature. -40 °C ~ +85 °C;
---Relative humidity. 10% ~ 95%.
5.5 Electrical Characteristics
Electrical characteristics of CPU card shall comply with the following requirements.
---Contact interface shall be able to support 3 V or 1.8 V working voltage;
---Maximum external clock frequency that contact interface supports shall be not
less than 7.5 MHz;
---Working voltage of non-contact interface shall be within the range of 13.56 MHz
± 7 kHz.

6.1 File Structure and Attribute
File structure and attribute of CPU card are shown in Figure 1 and Table 1.

1 Scope
This Part of GB/T 35070 specifies the technical requirements, data format and other
