1 Scope
This Standard specifies product classification and marking, requirements, test
methods, inspection rules, identification, packaging, transportation and storage
for hand cleaner.
This Standard is applicable to products formulated with surfactants as active
ingredients for hand cleaning.
This Standard is not applicable to non-washable products.

3 Production classification and marks
3.1 Product classification
Hand cleaner products are divided into ordinary type and concentrated type.
3.2 Product marks
See Table 1 for the product marking method.
b The pH test concentration is 1:10 (mass ratio).
4.3 Hygiene requirements
The requirements for limit values of product microbiological indicators (total
number of colonies, total number of molds and yeasts, heat-resistant coliforms,
Staphylococcus aureus, Pseudomonas aeruginosa), harmful substances
(mercury, lead, arsenic, cadmium, methanol, dioxane) shall comply with
Cosmetic Safety Technical Specifications (Edition 2015).
5 Test methods
Unless otherwise specified, in the analysis, it shall only use the confirmed
analytically-pure reagent AND grade 3 water or above specified in GB/T 6682-
2008.
5.1 Appearance
Measure not less than 200mL of sample. Place in a dry and clean colorless
wide-mouth glass bottle with stopper. Observe under non-direct light conditions.
5.2 Odor
Take an appropriate amount of sample. Smell for identification.
5.3 Stability
Measure 2 portions of samples, not less than 100mL each. Respectively place
in 250mL wide-mouth glass bottles with colorless stoppers. One portion is
placed in an incubator at (40±2)°C for 24h. Take out the sample. After returning
to room temperature, conduct comparison analysis with the pre-test sample.
The other portion is placed in the refrigerator at (-5±2)°C for 24h. Take out the
sample. After returning to room temperature, conduct comparison analysis with
the pre-test sample.
5.4 Total effective substance
Unless otherwise specified, the measurement shall be carried out according to
Method A specified in Clause 7 of GB/T 13173-2008.
5.5 pH
In accordance with the method specified in Cosmetic Safety Technical
Specifications (Edition 2015).
