Technical Committee 297 on Environmental Standardization for Electrical and
Electronic Products and Systems of Standardization Administration of China (SAC/TC

Material Declaration for Packaging of Electrical
and Electronic Products
1 Scope
This Standard specifies the terms and definitions, requirements, data format and data
exchange of material declaration for packaging of electrical and electronic products.
This Standard applies to the production, circulation, use, recycle and disposal of
packaging of electrical and electronic products. This Standard can also be referred to
for material declaration for packaging of other products.
This Standard does not apply to electrical and electronic products themselves.
2 Normative References
The following referenced documents are indispensable for the application of this
document. For dated references, only the edition dated applies to this document. For
undated references, the latest edition of the referenced document (including any
amendments) applies to this Standard.

3 Terms and Definitions
For the purpose of this document, the following terms and definitions apply.
3.1 Packaging of electrical and electronic products
A general term of containers, materials and accessories adopted in accordance with
certain techniques, in order to protect electrical and electronic products, facilitate
storage and transportation and promote sales, during the process of circulation.
Note. If an item is a complex with an electrical and electronic product, it is necessary to contain, support
or protect it throughout the life of the electrical and electronic product which is intended to be used,
consumed or disposed of as a whole, so the item is not considered to be packaging.
3.2 Primary packaging
The packaging constituting an individual sales unit and delivered to the consumers.
3.3 Secondary packaging
substance/ substance group in materials to which it belongs; when the reporting
threshold specifies a content in packaging, it shall provide the percentage of a
substance/ substance group in packaging to which it belongs.
d) It shall provide relevant information required by the data exchange for material
declaration. See Annex A for the data format for material declaration for
packaging;
e) The name of a substance/ substance group of an applicable compulsory
standard shall be consistent with those of relevant laws and regulations. The
name of a substance/ substance group of applicable negotiation rules can be in
accordance with the international common names (e.g. IUPAC nomenclature).
It is preferred to add a CAS registration number for identification;
Note 1. IUPAC nomenclature. A compound shall be named in accordance with the naming rules
recommended by IUPAC Organic (or Inorganic) Chemistry. IUPAC is the English abbreviations of the
International Union of Pure and Applied Chemistry.
Note 2. CAS registration number (also known as CAS number). a unified digital identification
designated by the Chemical Abstracts Service under the American Chemical Society.
f) The content of a substance/ substance group shall be expressed in accordance
with the International System of Units (SI).
5 Data Format and Data Exchange
5.1 General rules
The data of material declaration for packaging shall specifies its specific exchange
formats, exchange modes and exchange requirements.
5.2 Data format
The data of material declaration for packaging shall be defined with the XML language
and the W3C1) XML model, in order to meet the specifications of GB/T 18793. The XML
model defines the data elements (data types and limits) and structures (data
relationship) of a material declaration data file.
The framework of data declaration established by this Standard includes compulsory
data fields (required) and selective data fields (optional). The optional data fields can
be increased as required by the requesters. See Annex B for the example of material
declaration for packaging.
5.3 Data exchange
The modes and requirements of data exchange include.
