1 Scope
This Standard specifies the terms and definitions, classification, requirements,
test methods, inspection rules and marking, packaging, transportation, storage
and expiration date of facial washing milk and facial washing cream.
This Standard applies to facial washing milk and facial washing cream of which
the main purpose is to clean facial skin.

3 Terms and definitions
For the purpose of this document, the following terms and definitions apply.
3.1
emulsion-type facial washing milk
Facial washing milk that is made by emulsifying water and oil two-phase raw
materials with a small amount of surfactant.
3.2
emulsion-type facial washing cream
Facial washing cream that is made by emulsifying water and oil two-phase raw
materials with a small amount of surfactant.
3.3
non-emulsion-type facial washing milk
Facial washing milk that is mainly made by surfactants including fatty acid salts
mixing with other raw materials.
3.4
non-emulsion-type facial washing cream
Facial washing cream that is mainly made by surfactants including fatty acid
salts mixing with other raw materials.
4 Classification
According to the different processes of facial washing milk and facial washing
cream, it can be divided into emulsion type (Type I) and non-emulsion type
(Type II).
5 Requirements
5.1 Raw materials
The raw materials used shall comply with the provisions of “Hygienic
Specifications for Cosmetics”. The fragrance used shall meet the requirements

5.4 Package appearance
It shall comply with the provisions of QB/T 1685.
6 Test methods
6.1 Sensory indicators
6.1.1 Color
Take samples to observe visually at room temperature and under direct sunlight.
6.1.2 Aroma
Take samples to identify with smell.
6.1.3 Texture
Take an appropriate amount of sample and apply it to the back of the hand or
the inside of both arms at room temperature to observe.
6.2 Physical and chemical indicators
6.2.1 Heat resistance
6.2.1.1 Instrument
Constant temperature incubator: temperature control accuracy ± 1°C.
6.2.1.2 Operating procedures
ADJUST the constant temperature incubator to 40°C in advance; PLACE the
sample with complete package in the constant temperature incubator; TAKE it
out after 24 h; OBSERVE it visually after returning to room temperature.
6.2.2 Cold resistance
6.2.2.1 Instrument
Refrigerator: temperature control accuracy ± 2°C.
