Wet wipes and similar products - Part 1: General
requirements
1 Scope
This document specifies the general requirements for wet wipes, special requirements
for adult wet wipes, special requirements for pet wet wipes, special requirements for
object wet wipes, as well as inspection rules, labeling, packaging, transportation,
storage; defines terms and definitions; gives product classification; describes the
corresponding test methods.
This document is applicable to the production, inspection, and sales of various wet
wipes made of non-woven fabrics, dust-free paper or other raw materials used in daily
life.
Note 1: The requirements for wet wipes include general requirements and special requirements.
The special requirements for adult wet wipes, pet wet wipes, object wet wipes are shown in this
document. The special requirements for baby wet wipes and disinfectant wet wipes are shown
in GB/T 27728.2 and GB/T 27728.3, respectively.
Note 2: The special requirements for adult wet wipes and object wet wipes in this document are
not applicable to disinfectant wet wipes.
2 Normative references
The contents of the following documents constitute essential clauses of this document
through normative references in the text. For reference documents with dates, only the
versions corresponding to the dates apply to this document; for reference documents
without dates, the latest versions (including all amendments) apply to this document.

GB/T 2828.1 Sampling procedures for inspection by attributes - Part 1: Sampling
schemes indexed by acceptance quality limit (AQL) for lot-by-lot inspection
GB/T 4100-2015 Ceramic tiles
Three specimens are measured for each sample. The three specimens shall come from
different complete packages. The arithmetic mean of the liquid content of the three
specimens is taken as the liquid content of the sample. The result is rounded to one
decimal place.
6.10 Heavy metals (lead, arsenic, cadmium, mercury)
The determination is carried out according to 1.6 in Chapter 4 of the "Technical
specifications for safety of cosmetics" (2015 edition). The sample is processed by
microwave digestion. Sampling method: For multi-piece products, use tweezers to take
a wet wipe from the middle layer of the sample; for single-piece products, directly
sample. Cut the specimen into pieces and test.
6.11 Methanol, benzene, toluene, xylene
It is measured according to the headspace method in GB/T 36985-2018.
6.12 Migratable fluorescent substances
It is measured according to Appendix C.
6.13 pH value
It is measured according to the pH meter method in GB/T 1545-2008. Test solution
preparation method: Wearing clean and uncontaminated plastic gloves, squeeze the
liquid from the multi-piece specimen into a 50 mL glass beaker, to ensure that the test
liquid can soak the test electrode.
6.14 Formaldehyde content
It is measured according to the high performance liquid chromatography method in
GB/T 34448-2017.
6.15 Methylisothiazolinone, methylchloroisothiazolinone
It is measured according to GB/T 26517 or 4 in Chapter 4 of the "Technical
specifications for safety of cosmetics" (2015 Edition). During the test, only the liquid
part of the wet wipes shall be measured. During arbitration, the "Technical
specifications for safety of cosmetics" (2015 Edition) shall be followed.
7.4.2.2 Special requirements for pet wet wipes
If the intrinsic quality of pet wet wipes meets the requirements of Table 3, the
corresponding items are determined to be qualified; otherwise, they are determined to
be unqualified.
If the microbial indicators of pet wet wipes meet the requirements of Table 4, the
corresponding items are determined to be qualified; otherwise, they are determined to
be unqualified.
If the appearance quality of pet wet wipes meets the requirements of 5.3.3, the item is
determined to be qualified; otherwise, it is determined to be unqualified.
7.4.2.3 Special requirements for wet wipes for objects
If the intrinsic quality of wet wipes for objects meets the requirements of Table 5, the
corresponding items are judged to be qualified; otherwise, they are judged to be
unqualified.
If the microbial indicators of wet wipes for objects meet the requirements of Table 6,
the corresponding items are judged to be qualified; otherwise, they are judged to be
unqualified.
If the appearance quality of wet wipes for objects meets the requirements of 5.4.3, the
item is judged to be qualified; otherwise, it is judged to be unqualified.
7.5 Determination of qualified batches
If the test results of hygiene indicators and microbial indicators are unqualified in all
inspection items, the batch is judged to be unqualified. The sample size of the first
inspection of other inspection items shall be equal to the first sample size in Table 11.
If the number of unqualified products found in the first sample is less than or equal to
the first acceptance number in Table 11, the batch shall be considered acceptable; if the
number of unqualified products found in the first sample is greater than or equal to the
first rejection number in Table 11, the batch shall be considered unacceptable. If the
number of unqualified products found in the first sample is between the first acceptance
number and the first rejection number in Table 11, the second sample with the sample
size given by the scheme shall be inspected; the number of unqualified products found
in the first sample and the second sample shall be accumulated. If the cumulative
number of unqualified products is less than or equal to the second acceptance number
in Table 11, the batch is deemed acceptable; if the cumulative number of unqualified
products is greater than or equal to the second rejection number in Table 11, the batch
is deemed unacceptable.

requirements
1 Scope
This document specifies the general requirements for wet wipes, special requirements
for adult wet wipes, special requirements for pet wet wipes, special requirements for
object wet wipes, as well as inspection rules, labeling, packaging, transportation,
storage; defines terms and definitions; gives product classification; describes the
corresponding test methods.

If the microbial indicators of pet wet wipes meet the requirements of Table 4, the
corresponding items are determined to be qualified; otherwise, they are determined to
be unqualified.
If the appearance quality of pet wet wipes meets the requirements of 5.3.3, the item is
determined to be qualified; otherwise, it is determined to be unqualified.
7.4.2.3 Special requirements for wet wipes for objects
If the intrinsic quality of wet wipes for objects meets the requirements of Table 5, the
corresponding items are judged to be qualified; otherwise, they are judged to be
unqualified.
If the microbial indicators of wet wipes for objects meet the requirements of Table 6,
the corresponding items are judged to be qualified; otherwise, they are judged to be
unqualified.
If the appearance quality of wet wipes for objects meets the requirements of 5.4.3, the
item is judged to be qualified; otherwise, it is judged to be unqualified.
7.5 Determination of qualified batches
If the test results of hygiene indicators and microbial indicators are unqualified in all
inspection items, the batch is judged to be unqualified. The sample size of the first
inspection of other inspection items shall be equal to the first sample size in Table 11.
If the number of unqualified products found in the first sample is less than or equal to
the first acceptance number in Table 11, the batch shall be considered acceptable; if the
number of unqualified products found in the first sample is greater than or equal to the
first rejection number in Table 11, the batch shall be considered unacceptable. If the
number of unqualified products found in the first sample is between the first acceptance
number and the first rejection number in Table 11, the second sample with the sample
