Annex A, Annex B of this Standard are normative.
This Standard was proposed by National Technical Committee on Road Vehicles of
Standardization Administration of China.
This Standard shall be under the jurisdiction of N National Technical Committee on Road
Vehicles of Standardization Administration of China.

1 Scope
This Standard specifies the implement conditions, test items, test methods, basis of
evaluation and contents of test reports of new products design and approval evaluation
test of hybrid electric vehicles.
This Standard is applicable to hybrid electric vehicles.

3 Implementing Conditions
3.1 The following documents shall be provided before the evaluation.
a) Product technical conditions and specifications;
b) Operation and maintenance instructions;
c) Test reports or technical documents that can proof that the sample vehicle for
evaluation complies with the test requirements of compulsory standards already
issued by the State;
d) Test reports relevant to main vehicle assembly (battery system, electric machine
and its controller system, engine, vehicle-mounted charging system and others);
e) Other necessary materials and technical documents.
3.2 The vehicle for evaluation shall comply with requirements of the design drawing and
technical documents.
3.3 Number of vehicle samples for the engineering approval evaluation. 2 vehicles.
3.4 After having the above conditions, the manufacturer can apply to the relevant
department for the engineering approval evaluation, which shall be carried out by the
engineering approval evaluation agency approved by the state. For the engineering
approval evaluation, the outline shall be compiled according to this Standard. In the test
process, if one of the following situations happens, the test agency shall terminate the
evaluation.
a) It needs to change significantly to comply with the requirements of compulsory
standards’ (see Annex A) test item;
b) The efficiency of the steering system and braking system cannot ensure the driving
safety;
c) There is relative significant difference between the performance index of sample
vehicle and the product technical conditions;
d) The automobile chassis, body or bearing system breaks or cracks, causing the test
stopped;
e) Serious or frequent problems happen on the battery system, electric machine and
its control system, dynamic system and vehicle-mounted charging system,
causing the test stopped;
f) Other conditions under which the test agency deems that it is necessary to stop the
test.
3.5 During the test process, relevant personnel shall operate according to regulations in
the instructions and maintain the vehicle well.
3.6 After the test, the test agency shall provide the test report according to contents
