GB/T 13955-2017: Installation and operation of residual current operated protective devices

This Standard specifies the relevant requirements for correct selection, installation and application of residual current operated protective devices (RCD) and their operational management. This Standard applies to AC power supply systems with a rated voltage not exceeding 400 V. This Standard does not apply to the protection against electric shock accidents, electrical equipment damages or electrical fire accidents between phases or between phases and N lines.

Foreword
This Standard is drafted in accordance with the rules given in GB/T 1.1-2009. This Standard replaces GB/T 13955-2005 ?€?Installation and operation of residual current operated protective devices?€?. Compared with GB/T 13955-2005, except for editorial modifications, the main technical changes are as follows. - ADD GB/T 14048.1, GB/T 20044, GB/T 22387, GB/T 22794 and GB/T
28527 (see Clause 2 of this Standard);
- DELETE GB 14287 (see Clause 2 of 2005 edition);
- MODIFY the definitions of the terms ?€?direct contact?€?, ?€?indirect contact?€?, ?€?residual current?€? and ?€?assemble type residual operated protection devices?€? 1 Scope
This Standard specifies the relevant requirements for correct selection, installation and application of residual current operated protective devices (RCD) and their operational management.
This Standard applies to AC power supply systems with a rated voltage not exceeding 400 V.
This Standard does not apply to the protection against electric shock accidents, electrical equipment damages or electrical fire accidents between phases or between phases and N lines.

4 Application of RCDs
4.1 Protection against direct contact electric shock accidents
In the protection against direct contact electric shock accidents, the RCD is only used as a supplementary protection measure of the basic protection measure of direct contact electric shock accidents (excluding the protection against direct contact electric shock accidents formed between phases, phases and N lines).
For the protection against direct contact electric shock accidents, a time-delay RCD shall be used with a rated residual operating current not exceeding 30 mA. 4.2 Protection against indirect contact electric shock accidents
4.2.1 General requirements
The main measure for the protection against direct contact electric shock accidents is to use the protection method of automatically cutting off the power supply when an earth fault occurs due to insulation damage of electrical equipment, to prevent the exposed accessible conductors of the electrical equipment from having harmful effects due to continuously carrying dangerous voltage or electrical equipment damage. When the line has an earth fault due to insulation damage, and the earth fault current value is less than the operating current value of the overcurrent protection device, the RCD shall be installed. When the RCD is used for indirect contact electric shock accidents, it shall be properly matched with the electrical network system earth type (the type of electrical network earthing system is in accordance with the specifications of 4.1, 4.2 and 4.3 of GB 14050-2008, see Annex A).
4.2.2 Protection requirements for TN systems
4.2.2.1 For TN-C systems using RCD, the exposed accessible conductors of electrical equipment shall be earthed independently to form a local TT system according to the specific conditions of electric shock protection measures. 4.2.2.2 In TN systems, the TN-C system shall be retrofitted to TN-C-S, TN-S shall be considered.
a) It shall fully consider the earth leakage current value of electrical lines and equipment. If necessary, it may obtain the earth leakage current of the protected lines or equipment through actual measurement;
b) When the earth leakage current value changes due to seasonal and
weather changes, RCD of which the operating current is adjustable shall be considered;
c) When it is used in locations where the application of a power line carrier affects line leakage current, the factors affecting the non-power frequency leakage current shall be considered.
5.5 Adopting selective protection method
When the selective protection method is adopted, the series test simulation selective operation test shall be carried out by using the test device before installation, ensuring the coordination of the operation characteristics. 5.6 Selection of RCD according to the working environment of electrical equipment
The selection of RCD shall be based on the working environment of the
following electrical equipment.
a) RCD shall be compatible with the environmental conditions of use;
b) For the electrical equipment in the area where the power supply voltage deviation is within the standard range, the RCD with the operation function related to the power supply voltage shall be selected. Otherwise, the RCD with the operation function independent of the power supply voltage shall be selected.
c) Under special use conditions (?€?standard working conditions for use?€?
exceeds or specified by the national standards of RCD related products, such as. GB/Z 6829, GB/T 14048.2, GB/T 16916, GB/T 16917), the RCD
with appropriate environmental indicators shall be selected, and
appropriate measures shall be taken to ensure that the RCD is working
properly;
d) For household appliance protection, if necessary, the RCD that satisfies overvoltage protection may be selected;
e) For RCD installed in harsh environments such as flammable, explosive, humid or corrosive gases, the RCD with special protective conditions shall be selected according to relevant standards, or corresponding protective water fountains, water parks, bathrooms, greenhouse farming and nursery, and aquatic product processing areas, it shall select the RCD with a rated residual operating current of 10 mA and without time delay.
When working on metal objects, operating hand-held power tools or using lights with unsafe voltage, it shall select the RCD with a rated residual operating current of 10 mA and without time delay.
For electrical equipment connected to outdoor overhead lines, and when an overvoltage may occur, it may take special protection measures (for example. using overvoltage protection devices such as surge protectors), and select the RCD with enhanced tripping resistance.
In general, type AC RCDs are used. For electrical equipment with a large number of electronic components, when the power supply unit fault contains a pulsating DC component, it shall use type A RCDs. For electrical equipment of which the load has inverter, three-phase AC rectifier, inverse converter, UPS device and special medical equipment (for example. X-ray equipment, CT), etc. that produce smooth DC residual current, special type B RCDs that can operate with pulsating DC residual current and smooth DC residual current.
For arc welding transformers, it shall use special anti-shock protection devices. For RCDs at all levels, it can optionally select RCDs with information display (such as operating time, outage time, operation parameters, residual current value), measurement, storage, or communication functions.
6 Installation of RCDs
6.1 Installation requirements for RCDs
The installation requirements for RCDs are as follows.
a) The installation of RCDs shall meet the requirements of GB/Z 6829, GB/T 14048.1, GB/T 16916, GB/T 16917, GB/T 20044, GB/ 28527, GB/T 22794,
GB/T 22387 and other relevant standards;
b) The installation of RCDs shall fully consider the power supply mode, power supply voltage, system earthing method and protection mode;
c) The type, rated voltage, rated current, short-circuit breaking capacity, rated residual operating current and break time of RCDs shall meet the
requirements of the protected line and electrical equipment;
d) RCDs shall be properly wired in different system earthing methods. The correct wiring methods in single-phase, three-phase three-line, three-
b) When installing the residual current circuit-breaker, there shall be sufficient arcing distance in the direction of arc discharge as required. c) For assemble type RCDs, the connection of the control circuit shall use copper conductors with a cross-sectional area of not less than 1.5 mm2. d) When installing the RCD, the N line and PE line shall be strictly
distinguished. The N line of three-pole four-line or four-pole four-line RCDs shall be connected to the protective device. The N line passes
through the RCD shall not be used as a PE line, and shall not be earthed repeatedly or connected to the exposed accessible conductor of the
device. The PE line shall not be connected to the RCD.
e) After the RCD is installed, the earthing protection measures for the original lines and equipment shall be checked and adjusted in accordance with
the requirements of 6.1d), 6.2b) and 6.3d).
f) Before the RCD is put into operation, it shall operate the test button, check the working characteristics of the RCD and confirm that it can operate
normally.
g) Inspection items after RCD installation.
1) Test once using the test button, it shall operate correctly;
2) Switch on and switch off the RCD with rated load current once, it shall operate reliably.
h) The installation of RCDs shall be carried out by professionals who have passed the technical assessment.
i) The property owner shall establish and preserve the installation and test record of RCDs.
See Table 1 for the RCD wiring method.
7 Operation and management of RCD
After the RCD is put into operation, the operation-maintenance manager shall establish a corresponding management system for residual current operated protective devices and establish an operation record.
After the RCD is put into operation, the test button shall be operated periodically to check whether the operation characteristics are normal. The number of tests shall be increased during the lightning strike period and the peak period of power consumption.
For hand-held power tools, portable electrical equipment and RCDs for
discontinuous use, the test shall be carried out before each use.
In order to test the operation characteristics of the residual current device and their changes during operation, the operation manager shall equip a dedicated test device and shall carry out the operation characteristic test periodically. The operation characteristics test items.
a) test the residual operating current value;
b) test the break time;
c) test the limit non-actuating time.
Electronic RCD, based on the effective working life of electronic components, has a working life of 6 years. If the specified working life is exceeded, a comprehensive inspection shall be carried out. Based on the inspection results, it may be decided whether or not to continue operation.
Before the RCD that has been shut down for various reasons is used again, the operation characteristic test shall be carried out to check whether the operation of the device is normal.
When the RCD is subjected to the operation characteristic test, it shall use the special test device that has been tested and qualified by the relevant national departments, and performed by professionals. It is strictly forbidden to use the phase line to directly short-circuit to earth or use animal as a test object. After the RCD operates, trial current delivery is allowed once when the cause of the operation is not found put after inspection. If it operates again, the cause and fault shall be found out, continuous forced current delivery is not allowed. If necessary, carry out an operation characteristic test. B.1 Rated frequency (f)
The rated frequency is 50 Hz.
B.2 Rated voltage (Un)
The rated voltage is 230 V or 230 V/400 V or 400 V.
B.3 Rated voltage of auxiliary power supply (Usn)
The priority values of the rated voltage of auxiliary power supply are. a) DC. 12 V, 24 V, 48 V, 60 V, 110 V, 220 V.
b) AC. 12 V, 24 V, 36 V, 48 V, 220 V, 400 (380) V.
B.4 Rated current (In)
The rated current values are. 6 A, 10 A, 16 A, 20 A, 25 A, 32 A, 40 A, 50 A, 63 A, 80 A, 100 A, 125 A, 160 A, 200 A, 250 A, 315 A, 400 A, 500 A, 630 A, 700 A, 800 A.
B.5 Rated residual operating current (I??n)
The rated residual operating current values are. 0.006 A, 0.01 A, 0.03 A, 0.05 A, 0.1 A, 0.2 A, 0.3 A, 0.5 A, 0.8 A, 1 A, 3 A, 5 A, 10 A, 20 A, 30 A.
B.6 Rated residual non-operating current (I??n0)
The priority value of the rated residual non-operating current is 0.5I??n. If other values are used, it shall be greater than 0.5I??n.
