Foreword
In the production activities, personnel injury accidents and dust, poison, noise,
radiation, and other hazards caused by design defects in some production
facilities are serious. In order to implement “Standardization Law of the People’s
Republic of China” and the policy of “safety first, prevention first”, the design
and manufacturing departments of production facilities are responsible for, in
the design and manufacture, taking corresponding safety and health technical
measures; so that during use, the newly-designed production facilities can meet
the requirements of safety and health. However, there are few special safety
and health design standards for various types of production facilities in China.
The safety and health design requirements of most production facilities are
included in the product standards. But these requirements are inevitably
incomplete. To meet the work needs of the majority of engineering technicians,
occupational safety and health supervision, environmental protection
departments, and even production management departments, starting from the
treatment of “root”, and to improve the status of China’s labor protection and
environmental protection as soon as possible; this Standard specifies the basic
principles, general requirements, and special requirements for designing the
production facilities in accordance with safety and health requirements, so that
the design and manufacturing departments of production facilities can follow.
With reference to the German national standard DIN 31000/VDE 1000-1993
“General guide for designing of technical equipment to satisfy safety
requirements”, and the Russian national standard FOCT12.2.003-1992
“Production facilities · safety rules”, this Standard is developed. The technical
content of this Standard is consistent with that of the above standards. The
drafting rules are executed in accordance with GB/T 1.1-1993 “Directives for
the work of standardization - Unit 1. Drafting and presentation of standards -
Part 1. General rules for drafting standards”.
When revising GB 5083-1985, the framework of the previous standard is not
significantly changed, but provisions which are not technical but only in the
context of decree are deleted, as well as those which proved difficult to achieve
during implementation. Some technical contents in the previous standard,
which have already formed the clauses of special national standards, are
instead given in the form of quoted standards. At the same time, ADD some
new technical content.
This Standard, from the effective date, shall replace GB 5083-1985.
This Standard was proposed by Administration of Work Safety, State Economic
and Trade Commission of the PRC.
General rules for designing the production facilities in
accordance with safety and health requirements
1 Scope
This Standard specifies the basic principles, general requirements, and special
requirements for designing various types of production facilities in accordance
with safety and health requirements.
This Standard applies to all types of production facilities other than air, water
transportation, water facilities, electrical facilities, and nuclear energy facilities.
This Standard is the basic standard for designing various types of production
facilities in accordance with safety and health requirements. The development
of specific standards for designing various types of production facilities in
accordance with safety and health requirements shall comply with the
provisions of this Standard and be made specific.
2 Quoted standards
The provisions contained in the following standards, by reference in this
Standard, constitute provisions of this Standard. At the time of publication of
this Standard, the versions shown are valid. All standards will be revised. The
parties which use this Standard shall explore the possibility of using the latest
version of the following standards.

be marked on the production facilities and described in detail in the instructions
for use.
5.3.5 For production facilities with earthquake-resistance requirement, in the
design, it shall adopt special earthquake-resistance safety and health measures.
And in the instructions, it shall clearly point out the earthquake-resistance
intensity capability which the facilities can achieve and relevant requirements.
5.4 Surface, angle, and edge
Without affecting the use functions, the parts and components of production
facilities, which are accessible to personnel, shall be designed with no easy-to-
damage acute angles, sharp edges, uneven surfaces, and prominent positions.
5.5 Manipulator, signal, and display
5.5.1 Manipulator
The design, selection, and configuration of manipulator shall be adapted to the
characteristics of the operating parts of the human body (especially functional
characteristics) and control tasks. In addition to complying with the provisions
of GB/T 14775, it shall also meet the following requirements.
- Manipulators of key positions of production facilities shall generally be
provided with electrical or mechanical interlocking device;
- For manipulators which may malfunction or may be mishandled, it shall take
necessary protective measures.
5.5.2 Signal and display
The design, selection, and configuration of signal and display shall be adapted
to human sensory characteristics and meet the following requirements.
a) Under the principle of safety, clarity, and promptness, according to
technical process, importance degree, and frequency of use, signals and
displays shall be configured in a range which is easily visible and audible
to personnel. The performance, form, and quantity of signals and displays
shall be adapted to the characteristics of information. When the number
is large, according to the function and type partition shown, they shall be
arranged. There must be a clear boundary between partitions;
b) Signals and displays shall be clear, legible, and accurate; shall eliminate
glare, stroboscopic effect; and shall be adapted to the distance and angle
of the operator;
c) When multiple visual signals and displays are placed together, they shall
- MAKE the facility’s potential energy at a minimum.
5.6.3.2 When the production facilities may endanger personal safety due to
accidental start-up, mandatory safety guard device must be equipped with.
When necessary, it shall configure two or more interlocking safety devices, to
prevent accidental start-up.
5.6.3.3 When the power source is cut off by accident and then automatically
switches on again, the control device shall be able to avoid dangerous
operation of the production facilities.
5.7 Working position
The working position on the production facilities for personnel operating shall
be safe and reliable. The workspace shall ensure that, in the normal operation,
the head, arms, hands, legs, and feet of the operator have sufficient room. At
hazardous operating points, adequate retreat space shall be left.
For the production facilities of which the height of operating position is more
than 20 m above the ground, it shall configure safe and reliable manned lift-up
and down auxiliary facilities.
5.7.1 Operating posture
The operating position on production facilities shall be able to ensure that, the
operator alternately adopts a sitting posture and a standing posture. Usually, it
is preferable to design sitting posture.
5.7.2 Seat
Seats, which are set on production facilities, shall suit human needs and
function exertion. When necessary, the seats shall be properly adjustable for
height, angle, and level.
The structure and dimensions of the seats shall conform to the principle of
ergonomics and meet work needs and not-easy-to-fatigue requirements. As
long as the spatial size allows, the seat must be provided with a lumbar support
to protect the human lumbar vertebra. The design can be executed in
accordance with GB/T 14774.
The seat for the driver to operate shall ensure that, the vibration borne by the
driver is reduced to a reasonable minimum. The seat shall be fixed so that it
can withstand all loads, especially the load when it is overturned.
5.7.3 Control room
5.7.3.1 The control room must ensure the safety, convenience, and comfort of
glare phenomena. For movable facilities, the lighting design is carried out in
accordance with relevant professional standards. For other facilities, the lighting
design is carried out in accordance with GB 50034.
5.8.2 The positions inside production facilities, which require regular
observation, shall be equipped with lighting devices or power sockets which
meet the safety voltage requirements.
