1 General Provisions
1.0.1 This code is prepared with a view to guarantee the urban water safety
and water environment quality, maintain the health water circulation and
regulate the basic function and technical performance of urban water supply
and drainage systems and facilities.
1.0.2 This code is applicable to the planning, investigation, design, construction,
acceptance, running, maintenance and management, etc. of systems and
facilities relevant to urban water supply, drainage, wastewater reclamation and
reuse and rainwater utilization.
For urban water supply, systems and facilities for water intaking, delivery,
purification, distribution and building water supply are included; for urban
sewerage, systems and facilities for building drainage as well as collection,
delivery, treatment and disposal of rainwater and sewage are included; for
sewage reclamation and reuse and rainwater utilization, urban sewage
reclamation and reuse and rainwater utilization systems as well as water and
rainwater utilization facilities in local area, residential area and building are
included.
1.0.3 The planning, investigation, design, construction, running, maintenance
and management of urban water supply and drainage systems and facilities
shall comply with the principles of making safety water supply, service function
guarantee, resource conservation and environment protection keep
harmonious development with the natural circulation of water.
1.0.4 Besides meeting those specified in this code, the planning, investigation,
design, construction, running, maintenance and management of urban water
supply and drainage systems and facilities shall also comply with those
stipulated in the current relevant standards of the nation; when relevant current
standards are inconsistent with those specified in this code, those specified in
this code shall be observed.
2 Basic Requirements
2.0.1 Water supply and drainage system compatible with the development
demands must be constructed in the urban to maintain the ecological security
of water environment.
2.0.2 Urban water supply and drainage planning shall be based on the master
plans of the region, urban and town, and shall be in harmony with water
resource planning, water pollution control planning, ecological and
environmental protection planning and disaster prevention planning, etc.
2.0.3 Urban water supply and drainage facilities shall be provided with
capacities for responding to natural disaster, accident disaster, public health
event, social security event and other emergency incidents.
2.0.4 The flood control criteria for urban water supply and drainage facilities
shall not be less than the corresponding fortification requirements of serviced
town and shall have appropriate safety margin.
2.0.5 Qualified materials and facilities must be used for urban water supply and
drainage facilities. Meanwhile, the materials and facilities of urban water supply
facilities must meet sanitary security requirements.
2.0.6 Water-saving and energy-saving technology, equipment, instrument and
product shall be adopted for urban water supply and drainage system.
2.0.7 In urban water supply and drainage system, construction relevant to
production safety, environmental protection and water-saving facility shall be
designed, constructed and put into operation together with the principal part of
the project.
2.0.8 Corresponding operation standards shall be prepared for the running,
maintenance and management of urban water supply and drainage systems
and facilities and be enforced strictly.
2.0.9 The construction and management for relevant facilities must be carried
out during the construction and running of urban water supply and drainage
engineering to meet the requirements for production safety, occupational
sanitation safety, fire safety and safety and security.
2.0.10 Noise, wastewater, exhaust and solid wastes produced during the
construction and running of urban water supply and drainage engineering shall
not cause harm to surrounding environment and personal health and measures
shall be taken to reduce the discharge of greenhouse gases.
2.0.11 Inflammable, explosive and toxic dangerous chemicals used and

3.1 General Requirements
3.1.1 Urban water supply system shall be provided with the ability of assuring
continuous and uninterrupted water supply to urban and meeting the water
utilization requirements by urban regarding water quality, water volume and
water pressure.
3.1.2 The water quality of drinking water in urban water supply must comply
with the national current standard “Standards for Drinking Water Quality”.
3.1.3 Water supply scale shall guarantee the maximum daily water
consumption within the term of years specified by the scope of water supply.
3.1.4 Urban water consumption shall be in harmony with urban water resources.
3.1.5 Urban water supply planning shall, based on science forecasting of urban
water consumption, reasonably develop and utilize water resources, coordinate
the layout of water supply facilities and guide the water supply engineering
construction correctly.
3.1.6 Urban water supply system shall be provided with sound water quality
monitoring system, qualified testing personnel and instrument and equipment
to implement strict and effective supervision and control over water quality.
3.1.7 Complete and accurate water quality monitoring file shall be established
for urban water supply system.
3.1.8 Water supply and utilization must be measured.
3.1.9 When urban water supply system requires to cut off the water supply,
notification shall be given in advance or timely.
3.1.10 When works of urban water supply system are reconstructed and
extended, it is required to ensure the safety of urban water supply and protect
adjacent facilities.
3.2 Water Source and Water Abstraction
3.2.1 The selection of urban water supply source shall be based on the
evaluation report of water resources investigation and ensure the reliability of
water intake volume and water quality; blind exploitation is strictly prohibited.
3.2.2 Protected area shall be defined in urban water supply source region and
corresponding water quality safety precautions shall be taken.

water pipe, connect with self-construction sources arbitrarily and pass through
toxic pollution area; safety protection measures shall be taken if passing
through corrosive section.
3.4.8 Water supply network shall be subjected to optimization design, optimized
regulation management and energy consumption reduction.
3.4.9 The distance from water transportation and distribution pipe to buildings
(structures) and other pipes and their positions shall ensure safety water supply.
3.4.10 When water transportation and distribution pipes pass through railway,
highway and urban road, facility security shall be ensured; when they are buried
at river bottom, the water velocity in pipe shall be greater than the non-silting
velocity and pipe shall not be destroyed by flood erosion and shall not influence
navigation.
3.4.11 Anti-freezing measures shall be taken for the pipe laid in the area with
frozen hazard.
3.4.12 Before the final acceptance of pressure pipe, hydraulic testing shall be
carried out. Drinking water pipes shall be washed and sterilized before running.
3.5 Water Treatment
3.5.1 Urban water plant processes the raw water; the quality in effluent water
shall not be lower than the requirements of the current national standard
Standards for Drinking Water Quality and necessary margin shall be reserved.
3.5.2 The plan layout and vertical design of urban water plant shall meet the
functional, running and maintenance requirements of all buildings (structures);
convenient and safe passing shall be provided between main buildings
3.6.7 Disinfection facilities shall be arranged for the water reservoir (tank) of
drinking water and water supply facilities must be cleaned and disinfected
before being placed in operation.
3.6.8 Fire water supply system and fire extinguishing facilities shall be allocated
reasonably according to the building purpose, function, scale, importance and
fire characteristics and fire hazard, etc.
3.6.9 Fire water sources must be safety and reliable.
3.6.10 The water volume and pressure of fire water supply system shall meet
the operation requirements.
3.6.11 Safety protective measures shall be taken for the structure, station room,
equipment and pipe network, etc. of fire water supply system and their power
supply shall be safe and reliable.
3.7 Building Hot Water and Purified Drinking Water
3.7.1 For the determination of building hot water quota, it shall match the quota
of building water supply; heat source of building hot water shall be determined
according to local renewable energies and thermal resource conditions in
combination with the requirements of users.
3.7.2 Building hot water supply shall ensure that the water quality of water
utilization terminal conforms to the requirements of current national drinking
water standard.
3.7.3 The temperature of building hot water shall meet the operation
requirements; anti-scald measures shall be taken for the hot water supply in
special building.
3.7.4 Water heating and storage equipment and hot water supply system shall
ensure safe and reliable water supply.
3.7.5 Necessary safety devices shall be arranged for hot water supply pipe
system.
3.7.6 The water quality in the user side of dedicated drinking water system shall
meet the relevant requirements of the current professional standard “Water
Quality Standards for Fine Drinking Water” (CJ 94) and strict guarantee
measures shall be taken.
4.2 Building Drainage
4.2.1 Arrangement of building drainage equipment and laying of pipe shall not
pollute the drinking water and food, shall not endanger the building structure
and equipment and shall not affect the living condition.
4.2.2 When the sanitary ware without water seal is connected with sewage pipe
or other drainage pipes which may produce harmful gas, effective measures
shall be taken to prevent the leakage of harmful gas.
4.2.3 The sanitary ware and floor drain in basement and semibasement shall
not be connected with the upper drainage pipes; pressure drainage system
shall be adopted and safe and reliable discharge of sewage and wastewater
shall be ensured.
4.2.4 For the site where it is unable to discharge rainwater by gravity flow such
as the sunk square, and exit and entrance of underground garage, pressure
flow rain drainage system shall be arranged to ensure the timely and safe
discharge of rainwater.
4.2.5 The arrangement of septic tank shall not contaminate the underground
water intake construction and the living water reservoir.
4.2.6 For the sewage of medical institution, corresponding treatment process
shall be adopted according to the sewage property and discharge condition;
and disinfection treatment must be carried out.
4.2.7 The arrangement and drainage capacity of rainwater drainage and
overflow facilities of building roof shall not affect the roof structure, wall and
personnel safety and the rainwater in design recurrence interval shall be timely
discharged.
4.3 Sewer
4.3.1 Sewer shall convey the rainwater and sewage economically and
reasonably and shall be provided with the following performances:
1 The drainage shall be unblocked;
2 The public sanitation and public health shall not be endangered;
3 Adjacent buildings and public utilities shall not be endangered;
