All the technical content of this Standard is mandatory.
This Standard corresponds to United Nations Economic Commission for Europe ECE
R19.2000 “Uniform Provisions Concerning the Approval of Motor Vehicle Front Fog
Lamps”. This Standard is not equivalent to ECE R19-2000, with the main differences
as follows.
-- it deletes the administrative articles;
-- it deletes “minimum requirements for sampling by an inspector” of the annex;
-- it adds the photometric performance and electrical performance tables of relevant
filament lamps; and
-- it adds inspection rules and modifies test procedures.
The main technical specifications are the same as the Regulation above, such as
general specifications, photometric performance, light colour, measuring screen, test
for stability of photometric performance of front fog lamps, specifications for lamps
incorporating lenses of plastic material - testing of lens or material samples and of
complete lamps, test procedure, method of measurement of the diffusion and
transmission of light, mechanical deterioration test method, test of adherence of
coatings and minimum requirements for conformity of production control procedures.
This Standard replaces GB 4660-1994 “Photometric Characteristics of Front Fog
Lamps for Motor Vehicles”. Compared with the previous edition, the main changes are
as follows.
-- the standard name is changed from “Photometric Characteristics of Front Fog
Lamps for Motor Vehicles” of the previous edition into “Motor Vehicle Front Fog
Lamps Equipped with Filament Lamps”;
-- the content of “Terms” of Chapter 3 of the previous edition is modified, which is
changed into “Terms and Definitions” of Chapter 3 of this edition;
-- the content of “Front Fog Lamps of the Same Type” of Chapter 4 of the previous
edition is modified, which is changed into “Front Fog Lamps of Different Types”
of Chapter 4 of this Standard;
-- Chapter 6 of the previous edition is modified. F2 filament lamps and sealed beam
unit front fog lamps are deleted; H27W, H7, H8, H10, H11, H12, HB3 and HB4
filament lamps are added, so the application scope of filament lamps is extended.
-- it modifies 9.5 of the previous edition “the illumination limits on the production
conformity of photometric performance of front fog lamps”.

1 Scope
This Standard specifies the photometric performance, test methods and inspection
rules for motor vehicle front fog lamps equipped with filament lamps.
This Standard applies to all types of front fog lamps for vehicles of categories M and
N.

3 Terms and Definitions
For the purpose of this Standard, the terms and definitions given in GB 4599, GB 4785
and GB 15766.1 apply to this Standard.
4 Front Fog Lamps of Different Types
Front fog lamps which differ in such essential respects as.
-- the trade name or mark;
-- the characteristics of the optical system;
-- the inclusion of components capable of altering the optical effects by reflection,
refraction, absorption and/or deformation during operation;
-- the category of filament lamp;
-- the materials constituting the lenses and coating, if any.
5 Technical Specifications
5.1 General specifications
5.1.1 The front fog lamps shall be so designed and constructed that in normal use,
despite the vibrations to which they may then be subjected, their satisfactory operation
continues to be ensured and they retain the characteristics prescribed by this Standard.
5.1.2 Front fog lamps shall be fitted with a device enabling them to be so adjusted.
Where a front fog lamp and another front lamp, each equipped with its own filament
lamp, are assembled to form a composite unit, the adjusting device shall enable each
optical system individually to be duly adjusted.
5.2 The colour of light emitted shall be white or yellow with the colorimetric
characteristics meeting the specifications of GB 4785.
5.3 Front fog lamps shall be equipped with filament lamps meeting the specifications
of GB 15766.1 or ECE R37. Some types of filament lamps and their photometric
performances are as shown in Table 1.

b The illumination limits on all boundary lines of all zones shall meet the specifications of the zones to
which they belong; the illumination limits on the boundary lines of two adjacent zones shall meet the
more stringent illumination limits among them.
c On each vertical line of the zone, at least one point meet the specifications of illumination limit.
5.6.5 For a front fog lamp emitting a white or yellow light, all the illumination values
measured on the measuring screen shall meet the specifications of Table 2.
5.6.6 No variations in illumination detrimental to satisfactory visibility shall exist in
either of the zones B and C.
5.6.7 The useful area for screen illumination measured shall be comprised within a
square of 65 mm side.
6 Test Method
6.1 The test darkroom, apparatus and equipment shall meet the specifications of GB
4599.
6.2 A corresponding type of standard filament lamps shall be used for the
measurement of photometric performance. The measurement shall be conducted
under the test luminous flux specified by Table 3. The front fog lamp shall be deemed
satisfactory if the photometric specifications are met with at least one standard filament
lamp.
7 Inspection Rules
7.1 Front fog lamps of different types shall be determined according to the
specifications of Chapter 4 of this Standard.
7.2 Type approval test and product conformity inspection shall be conducted for front
fog lamps. If they meet the corresponding specifications of 7.3 and 7.4 below, it shall
be deemed that the product passes type approval test or conformity inspection.
7.3 Type approval test
7.3.1 The manufacturer shall provide.
7.3.1.1 a brief technical specification. The category of filament lamp(s) shall be
specified.
7.3.1.2 drawings in triplicate in sufficient detail to permit identification of the type and
representing a frontal view of the front fog lamp, with details of lens ribbing if any, and
the cross-section; the drawings shall indicate the reference axis, reference centre and

Tests for Stability of Photometric Performance of Front Fog Lamps in
Operation
A.1 TEST FOR STABILITY OF PHOTOMETRIC PERFORMANCE
The tests shall be carried out in a dry and still atmosphere at an ambient temperature
of 23°C ± 5°C, the complete headlamp being mounted on a base representing the
correct installation on the vehicle.
A.1.1 Clean front fog lamp
The front fog lamp shall be operated for 12 hours as described in subparagraph A.1.1.1.
and checked as prescribed in subparagraph A.1.1.2.
A.1.1.1 Test procedure
A.1.1.1.1 The front fog lamp shall be lit as specified below.
a) in the case where only a front fog lamp is to be approved, the corresponding
filament lamp(s) is (are) lit for 12 h.

3 Terms and Definitions
