1 Scope
This standard specifies the terms and definitions of ELV collecting and dismantling, enterprise requirements, technical requirements for ELV collecting, storage and dismantling, requirements for enterprise execution time.
This standard applies to enterprises engaged in the business of collecting and dismantling of end-of-life vehicles. The enterprises that collect and dismantle non-road mobile machinery may refer to this standard.

3 Terms and definitions
The terms and definitions as defined in GB/T 19515, GB/T 19596, GB/T 3730.1, GA 802 as well as the following terms and definitions apply to this document. 3.1
End-of-life vehicles; ELVs
Motor vehicles that meet the requirements of the national mandatory
scrapping standards for motor vehicles and that are voluntarily scrapped by the owner of the motor vehicle.
Electric vehicle; EV
The general term for pure electric vehicles, hybrid (electric) vehicles, fuel cell electric vehicles.
The process of receiving or purchasing, registering, storing, issuing
collecting certificates for end-of-life motor vehicles in accordance with relevant national laws and regulations and relevant provisions.
4.2 Site construction requirements
4.2.1 The site selection of enterprise construction projects shall meet the following requirements:
a) Conform to the overall plan of the local city or land and space plan; b) Meet the site selection requirements of GB 50187 and HJ 348; it shall not be built in urban residential areas, commercial areas, drinking water
source protection areas, other environmentally sensitive areas,
meanwhile avoid environmentally threatened zones, sections and areas;
c) Those with industrial parks or recycling parks at the project location shall be built in the parks.
4.2.2 The minimum operating area (footprint) of an enterprise shall meet the following requirements:
a) The area for grade I ~ grade II is 20000 m2; the area of grade III ~ grade IV is 15000 m2; the area of grade V ~ grade VI is 10000 m2;
b) The area of the operation site (including dismantling and storage sites) is not less than 60% of the operating area.
4.2.3 The enterprise shall strictly implement the construction land standard of the "Control index of industrial project construction land". Meanwhile the site construction shall comply with the environmental protection requirements for enterprise construction of HJ 348.
4.2.4 The enterprise site shall have a dismantling site, storage site and office site. Among them, the ground of the dismantling site and storage site (including temporary storage) shall be hardened and leak-proof; meet the requirements for anti-oil seepage ground of GB 50037.
4.2.5 The dismantling site shall be a closed or semi-enclosed structure, with good ventilation, good light, as well as complete safety and environmental protection facilities.
4.2.6 The storage site shall be divided into a storage site for end-of-life vehicles, a storage site for reused parts, a storage site for solid waste. The solid waste storage site shall have general industrial solid waste storage facilities that meet the requirements of GB 18599 and hazardous waste storage facilities that meet the requirements of GB 18597.
4.2.7 Enterprises dismantling electric vehicles shall also meet the following site construction requirements:
4.3.3 The following environmental protection facilities and equipment shall be provided:
a) Environmental protection equipment built by enterprises such as oil-water separators that meet the requirements of HJ 348;
b) Equipped with special waste liquid collection devices and special closed containers for classified storage of various waste liquids;
c) Motor vehicle?€?s air-conditioning refrigerant collection devices and airtight containers for classified storage of various refrigerants;
d) Containers for storing oil filters and lead-acid batteries based on
4.3.4 Computers, camera equipment, electronic monitoring and other facilities and equipment shall be provided.
4.3.5 Enterprises in grade I ~ grade II areas shall also have the following efficient dismantling facilities and equipment:
a) Fine dismantling platform and corresponding equipment tooling;
b) Dismantling equipment such as dismantling machine or dismantling line; c) Large and efficient shearing and cutting equipment;
d) Centralized and efficient waste liquid recovery equipment.
4.3.6 Enterprises dismantling electric vehicles shall also have the following facilities, equipment and materials:
a) Safety assessment equipment such as insulation testing equipment;
b) Traction battery cutoff equipment;
c) Traction battery dismantling equipment such as spreaders, clamp arms, manipulators and lifting tooling;
d) Anti-static waste liquid, air conditioning refrigerant extraction equipment; e) Safety protection and rescue equipment such as insulating work overalls; f) Insulated pneumatic tools;
g) Insulation auxiliary tools;
h) Insulation treatment materials for traction batteries;
vehicle identification code, traction battery code, flow direction and other information of end-of-life electric vehicles in the "National Testing of New Energy Vehicle and Comprehensive Management Platform of Recycling
and Tracing of Traction Battery?€?. In the case that the traction battery is removed and recycled from the electric vehicle in advance due to reasons such as lease, it shall check and save the collecting certification materials issued by the rental operation agency provided by the owner of the motor vehicle; the retention period shall not be less than 3 years.
4.5.2 A full coverage electronic monitoring system shall be set up at the production and business site, to record the collecting and dismantling process of end-of-life vehicles in real time. The retention period of relevant information shall not be less than 1 year.
4.6 Safety requirements
4.6.1 A safety management system that meets the requirements of GB/T 33000 shall be implemented, with instructions for safe use of water, electricity, gas, safety production provisions, fire prevention, flood prevention, emergency plans, etc. The removed airbag components shall be detonated outside of the
flammable, explosive and other dangerous goods warehouses and high-
voltage transmission line protection areas; meanwhile explosive safety warning signs and isolation fences shall be installed in the detonation area.
4.6.2 Electric vehicle disassembling workers shall take safety protection during live work and wear necessary safety protection equipment such as insulated work clothes. The working tools used shall be insulated or subjected to insulation-treatment. During operation, there shall be real-time monitoring by full-time supervisors.
4.6.3 Endo-of-life electric vehicles and traction batteries transferred within the factory shall be fixed to prevent collisions and drops.
4.6.4 Corresponding safety signs shall be set up in the venue. The use of safety signs shall meet the requirements for prohibition, warning, instruction, prompt signs in GB 2894.
4.6.5 The operators who are exposed to harmful chemical factors such as gasoline or harmful physical factors such as noise, hand-transmitted vibration, as well as dust, electricians, pressure vessels and so on shall be monitored in accordance with the provisions of GBZ 188.
4.7 Environmental protection requirements
4.7.1 The dismantling process of end-of-life vehicles shall meet the relevant environmental protection and pollution control requirements specified in HJ 348, such as diversion of cleaning water and sewage as well as discharge of sewage 6.1.4 Post-accident vehicles in electric vehicles and vehicles with damaged traction batteries shall be stored separately.
6.2 Solid waste storage
6.2.1 The construction of solid waste storage facilities shall meet the requirements of GB 18599, GB 18597, HJ 2025.
6.2.2 General industrial solid waste?€?s storage facilities and package shall be identified according to GB 15562.2. The marking of hazardous waste storage facilities and packaging shall meet the requirements of GB 18597. Avoid mixing and disposing of all solid wastes.
6.2.3 Properly dispose of solid waste; it shall not illegally transfer, dump, utilize and dispose of it.
6.2.4 Different types of refrigerants shall be recovered separately and stored separately in special containers.
6.2.5 There shall be no open flame in the storage site of waste electrical appliances and lead-acid batteries.
6.2.6 Containers and devices shall be leak-proof and splash-proof; the storage devices that have not detonated airbags shall be explosion-proof; meanwhile they shall be checked daily.
6.2.7 All solid wastes after dismantling are classified, stored and labeled. 6.2.8 The storage method of the main solid waste of end-of-life vehicles can be found in Table B.1.
6.3 Storage of reused parts
6.3.1 Reused parts shall be classified, stored and labeled, stored in a closed or semi-closed storage site.
6.3.2 The reused parts shall be cleaned before storage.
6.4 Storage of traction battery
6.4.1 The storage of traction batteries shall be implemented in accordance with the storage requirements of WB/T 1061.
6.4.2 The frame structure shall be adopted when the traction battery is stored in multiple layers; it shall ensure the load-bearing safety and it shall be easy to access.
6.4.3 Traction batteries with potential safety hazards such as leakage, liquid component;
g) Remove the catalytic system (catalytic converter, selective catalytic reduction device, diesel particulate trap, etc.).
7.2.2 Technical requirements for dismantling:
a) Remove the glass;
b) Remove the muffler, steering lock assembly, parking device, reversing radar and electronic control module;
c) Remove the wheel and remove the tire;
d) Remove the metal parts that can effectively recover copper, aluminum, magnesium;
e) Remove large plastic parts that can be effectively recycled (bumpers, dashboards, liquid containers, etc.);
f) Remove rubber parts;
g) Disassemble the relevant assembly and other parts; comply with relevant laws and regulations.
7.3 Electric vehicles
7.3.1 Technical requirements for pretreatment of traction battery dismantling: a) Check whether the vehicle body is leaking and whether it is charged; b) Check the layout and installation position of the traction battery; confirm whether the diagnostic interface is intact;
c) Detect the traction battery?€?s voltage, temperature and other parameters, to evaluate its safety status;
d) Disconnect the high-voltage circuit of the traction battery;
e) Use anti-static tools to empty the waste liquid stored in the vehicles indoors or on the dismantling pretreatment platform with a rain-proof roof; use special containers for sorted recycling;
f) Use anti-static equipment to recover electric vehicle?€?s air-conditioning refrigerant.
7.3.2 Technical requirements for dismantling of traction battery:
a) Remove the blocking parts of the traction battery, such as engine hood,
