GB 19044-2013: Minimum allowable values of energy efficiency and the energy efficiency grades of self-ballasted fluorescent lamps for general lighting service

This Standard specifies the energy efficiency grades, energy efficiency limits, evaluating values of energy conservation, and test methods of self-ballasted fluorescent lamps for general lighting service (Hereinafter referred to as: self-ballasted fluorescent lamps). This Standard applies to self-ballasted fluorescent lamps of which the rated voltage is 220V; frequency of AC power is 50Hz; rated power is 3W~60W; it adopts screw caps or bayonet caps; it is used for domestic and similar general lighting services; and it is integrated with control starting and stable ignition components. This Standard does not apply to self-ballasted fluorescent lamps with lampshades.

Foreword
The provisions in 4.3 of the Standard are mandatory; the rest are recommended. This Standard is drafted according to the rules specified in GB/T 1.1-2009. This Standard replaces GB 19044 - 2003 Minimum Allowable Values of Energy Efficiency and the Energy Efficiency Grades of Self-ballasted Fluorescent Lamps for General Lighting Service. In addition to editorial modification, the main technical changes are as follows, compared with GB 19044-2003.
?€? Delete the original reference documents GB/T 2828 and GB/T 2829. And add GB 16844 as a reference document;
?€? Adopt the continuous calculation method of energy efficiency index given by the formula to replace the method that the original energy efficiency index is given according to the power-band;
?€? Increase the lumen maintenance from the previous 80% to 85%;
?€? Delete the previous Chapter 6 (inspection rules).

1 Scope
This Standard specifies the energy efficiency grades, energy efficiency limits, evaluating values of energy conservation, and test methods of self-ballasted fluorescent lamps for general lighting service (Hereinafter referred to as. self-ballasted fluorescent lamps). 3 Terms and definitions
For the purpose of this Standard, those defined in GB/T 17263 AND the following terms and definitions apply to this document.
3.1
Initial luminous efficacy for self-ballasted fluorescent lamps
Under standard test conditions, the ratio of measured initial luminous flux of self-ballasted fluorescent camp AND power.
3.2
Minimum allowable values of energy efficiency for self-ballasted fluorescent lamps Under the standard test conditions, the minimum standard value to which the initial luminous efficacy for self-ballasted fluorescent lamps shall reach.
3.3
Evaluating values of energy conservation for self-ballasted fluorescent lamps Under the standard test conditions, the minimum standard value to which the initial luminous efficacy for energy-saving self-ballasted fluorescent lamps shall reach. 4 Technical requirements
4.1 Basic requirements
The safety of the self-ballasted fluorescent lamps applicable to this Standard shall comply with requirements of GB 16844. And the performance shall comply with the requirements of GB/T 17263.
4.2 Energy efficiency grade and lumen maintenance
4.2.1 Energy efficiency grade
Energy efficiency grade of the self-ballasted fluorescent lamps is divided into 3 grades, in which energy efficiency of Grade 1 is the highest. Luminous efficacy value of each grade shall not be less than the calculated value of Formula (1). The calculation coefficients is shown in Table 1. Take integers of the calculated luminous efficiency values. And the values after the decimal point shall be rounded. The initial luminous efficiency value of energy efficiency grade of each rated power of self-ballasted fluorescent lamps is shown in Table 2.

4.3 Energy efficiency limits
Self-ballasted fluorescent lamps energy efficiency limits shall comply with the energy efficiency grade 3 specified in 4.2.1.
4.4 Evaluating values of energy conservation
Self-ballasted fluorescent lamps energy efficiency limits shall comply with the energy efficiency grade 2 specified in 4.2.1.
5 Test methods
The initial luminous efficacy, chromaticity coordinates, and lumen maintenance shall be tested in accordance with the test methods specified in GB/T 17263.
