This standard is the revision of Installation and Operation of Residual Current Operated
Protective Devices (GB 13955-1992).
Compared with GB 13955-1992, the main changes of this standard are as follows.
1. The name of the standard is revised to Installation and Operation of Residual Current
Operated Protective Devices, so that this standard is consistent with the name of the
same-kind of international standard as well as the relevant national standard, such as General
Requirements for Residual Current Operated Protective Devices (GB 6829), Residual Current
Operated Circuit-breakers without Integral Overcurrent Protection for Household and
Similar Uses(RCCB) (GB 16916), Residual Current Operated Circuit-breakers with Integral
Overcurrent Protection for Household and Similar Uses(RCBO) (GB 16917).
1. The "protector" in the standard is revised to "device". The scope of "device" refers to the
series equipment with residual current operated protection function to make the name of
this standard to be more-exact and meet the requirements of standardization.
2. The application scope of RCD is revised to emphasize that the protective device has
protective function only "when the residual current produced on earth fault by electric
conductor in circuit is greater than the specified value". And it has no protective function
for electric shock and electric fire caused by phase fault, phase line and neutral (N) line
fault.
3. It adds relevant contents to normative references, terms and definitions.
4. It emphasizes the correct connection mode of RCD in different system earth types and the
problems in need of attention. It also emphasizes that the RCD can't be correctly installed
and operated until the TN-C system is transformed into TN-C-S or TN-S system.
5. For the application of RCD, the selective protection mode shall meet the following
requirements to avoid electric fire.
1) Selective protection is adopted for enterprises, institutions and residential building as
well as low-voltage distribution line;
2) The selective protection mode is emphasized for the protection electric shock accident,
giving priority to end protection;
3) It adds electrical equipment for production and electrical devices installed outdoors at
where the RCD must be installed;
4) The RCD of low-voltage distribution line shall be according to the specific
circumstances, so as to adopt 2-levels protection or 3-levels protection.
6. It emphasizes the protection function of RCD in avoiding electric fire caused by earth
fault and installing residual current operated fire monitoring device inside buildings. And
it specifies the determination method of its operating parameters.
7. In order to understand the mode of selective protection and the installation of electric fire
monitor system, Annex C in this standard gives reference pattern figure for selective
protection mode.
8. This standard modifies the allowable value for the earth resistance of electrical equipment
independent. And it specifies that it shall regard the possible dangerous voltage as the
limit.
9. It adds suggestions on the service life (generally 6 years) of electronic RCD.
10. It emphasizes that the operation and management unit shall configure special test
equipment for regular characteristic test, after installing residual current protective
device.
11. It emphasizes that animal shall be prohibited from the trial.
The Annex A and Annex B of this standard are normative.
The Annex C of this standard is informative.

Introduction
To install RCD in low-voltage distribution system is one of the effective measures for
avoiding direct contact and indirect contact electric shock accident. It is also one of the
technical measures for preventing electric fire and electrical equipment damage accident
caused by earth fault in electric circuit or electrical equipment. However, after installing RCD,
it shall still give priority to prevention and meanwhile take other technical measures for
preventing electric shock accident and electrical equipment damage accident.
The RCD in this standard refers to the protective device which is able to disconnect power
supply or alarm automatically when the residual current produced on earth fault by live
conductor in circuit in which the value is greater than the specified value. It includes various
circuit-breakers with residual current protection function, portable move type residual current
protective device and residual current operated electric fire monitor system, residual current
relay and its combination electrical devices.

1 Scope
This standard specifies the relevant requirements for correctly selecting, installing, and using
residual current operated protective devices (hereinafter referred as residual current protective
device, RCD for short), and its operation and management.
This standard is applicable to power supply and consumption system of power supply
neutral-point direct grounding – the operating voltage is AC 50 Hz or 60 Hz, the rated voltage
is less than or equal to 230/400 (220/ 380)V.
This standard is not applicable to protection of phase-phase or phase-N line electric shock
accident, electrical equipment damage, or electric fire accident.
