1 Scope
This Standard specifies the acceptance authority, equipment, technical requirements, methods and data records for filming of interrogation of criminal suspect videos. This Standard only applies to interrogation shooting of criminal suspects. 2 Definitions
For the purposes of this document, the following terms and definitions apply. 2.1 kinescope of inquest process
Shooting a special video of the whole process of the interrogation of criminal suspects (hereinafter referred to as interrogation video).
3 Acceptance authority
3.1 When an investigative agency with jurisdiction over the case conducts an interrogation of a criminal suspect in accordance with the law, the investigation department undertakes the video recording of the interrogation. No other agency, group, department or individual has the right to film the interrogation process. 3.2 The shooting of interrogation video must be undertaken by technical personnel with professional knowledge of videography.
3.3 Individuals who have an interest in the case or the parties to the case shall recuse themselves from taking the video of the interrogation. The recusal conditions shall be implemented in accordance with the relevant provisions of the Criminal Procedure Law of the People's Republic of China and the Civil Procedure Law of the People's Republic of China.
4 Device and equipment
4.1 A camcorder with high definition, good color reproduction, high sound reproduction quality and low illumination requirements shall be selected. The horizontal resolution of the camcorder is not less than 350 TV-lines. The signal-to-noise ratio is better than 50dB. The minimum illumination shall meet 5 lx.
4.2 Interrogation videos can be stored on storage media such as video tapes or digital hard drives. Video tapes with high definition, good color reproduction and reliable quality shall be used. When using a digital hard disk to store images and sounds, the hard disk must have sufficient storage space.
4.3 A camera AC adapter shall be used.
4.4 It shall use a tripod that matches the camera, is firm and reliable, is easy to rotate, and can be lifted flexibly. It shall be equipped with lighting equipment. 5 Technical requirements
5.1 The interrogation location of the criminal suspect by the investigative agency is the location where the interrogation video is filmed. Make use of on-site light as much as possible on the set. If the on-site light cannot meet the illuminance requirements of the camera, an artificial light source shall be added.
5.2 Interrogation video must be objective and true. Images and sounds are clearly discernible.
5.3 When using the monitoring equipment in the interrogation room of the prison department to record the interrogation, the equipment used shall meet the technical requirements of 5.2.Otherwise, the camera and video equipment shall be used alone to ensure the video quality.
6 Shooting method
6.1 The professional and technical personnel responsible for filming the interrogation video shall arrive at the interrogation site in advance. Choose the location to shoot. Install the equipment. Adjust the built-in time of the camera to match the real time. The shooting location is based on the principle of not affecting the interrogation. 6.2 The interrogation video shall start at the same time as the interrogator's interrogation activities. The interrogator shall inform the suspect that the interrogation video is used. 6.3 The built-in time of the camera shall be recorded at the same time when the interrogation video is taken.
6.4 The interrogation video shall be coherent. The time recorded in the video can be consistent with the time recorded in the arraignment procedures and transcripts. During the recording process, no matter what the situation of the interrogation is, no stoppage is allowed in the middle to ensure the continuity and integrity of the recording. If conditions permit, take dual camera shooting.
6.5 When shooting interrogation videos, the main body of the criminal suspect shall be shot.
