Foreword
GA/T1400 Video and image information application system for public security is divided into four parts.
- Part 1. General technical requirements;
- Part 2. Application platform technical requirements;
- Part 3. Database technical requirements;
- Part 4. Interface protocol requirements.
This part is part 1 of the GA/T 1400.
This part was drafted in accordance with the rules given in GB/T 1.1-2009. The relevant content of this part replaces Chapter 3 of GA/Z 1129-2013, Appendix A, Appendix B, and Appendix C. As compared with GA/Z 1129-2013, the main technical changes are as follows except for editorial changes. - ADD the image structuring elements (SEE 6.1.1 and 6.2.1);
- ADD the unified identification coding rules for the basic attribute elements of the image information (SEE 7.2.2);
- ADD the unified identification coding rules for the content semantic attribute elements of the image information (SEE 7.2.3).

Part 1. General technical requirements
1 Scope
This part specifies the design principles, system architecture, video image information objects, unified identification code, system functions, system performance, interface protocol structure, security, electromagnetic
compatibility, environmental adaptability, power adaptability, reliability, operation and maintenance, and other general technical requirements of the video and image information application system for public security.
This part applies to the overall-plan, program design, project implementation, inspection and acceptance, operation and maintenance of the video and image information application system for public security, as well as the related system equipment development, production and quality control.
2 Normative references
The following documents are essential to the application of this document. For the dated documents, only the versions with the dates indicated are applicable to this document; for the undated documents, only the latest version (including all the amendments) are applicable to this document.

Attributes of video and image information object
The specific content information of the video image information object that may be described in the form of a ?€?key-value pair?€?. A video image information object may contain a plurality of feature attributes.

Video private network
A transmission network that is built on a private line or virtual private network (VPN) based on non-public network, which is used to support public security video surveillance networking applications.
3.1.5
Networking platform for video surveillance
The core system software which is deployed in the public security
information network, using GB/T 28181-2016 as the networking standard, to implement cascaded networking to provide video surveillance integrated
management services.

Sharing platform for video surveillance
The core system software that is deployed in the video private network, using GB/T 28181-2016 as the networking standard and focusing on the
integration and sharing of video surveillance resources, to provide video surveillance integrated management services.
3.1.7
Video and image information application system for public security
For the purpose of maintaining public safety, the system that obtains the focused video and image information through an online video image
information acquisition device/system or a public security video image
analysis device/system automatic acquisition, or through human-computer interaction, and provides such service functions as storage, inquiry, analysis, deployment, and network sharing.
3.1.8
Online video and image information collecting device/system
The collecting device/system which can automatically online parse and
extract video and image information from the monitored physical space or 5.1.3.5 Collecting device/systems shall also comply with other relevant national and industry standards.
5.1.4 Public security video and image information database
Image gallery meets the following requirements.
a) It shall comply with the provisions of GA/T 1400.3-2017, the collecting interfaces, data service interfaces, and cascading interfaces provided by it shall conform to the provisions of GA/T 1400.4-2017;
b) It shall provide services for application platforms, analysis device/systems, and other information systems through data service interfaces;
c) The upper level and lower level image libraries shall be networked through cascading interfaces;
d) It should adopt the distributed deployment method. The image gallery deployed in the video private network shares data with the image gallery deployed in the public security information network through the cascading interface and the border access platform.
5.1.5 Public security video image information collecting platform
The application platform meets the following requirements.
a) It shall comply with the provisions of GA/T 1400.2-2017;
b) It shall access to the image gallery through the data service interface; c) It shall interconnect with video surveillance networking platform or sharing platform in accordance with the requirements in GB/T 28181-2016;
d) It should implement interactions with other information systems such as PGIS/GIS, police syndicated platforms, and resource platforms in
accordance with relevant regulations. It should support access to a unified authentication system.
5.1.6 Public security video and image analysis device/system
The analysis device/system meets the following requirements.
a) The analysis system shall comply with the provisions of GA/T 1399-2017. Analysis device shall comply with the provisions of GA/T 1154;
b) The analysis device/system shall provide analysis services for the
application platform through the analysis interface specified in GA/T
1400.4-2017;...
