0 Introduction
This Rules follows the basic requirements of laws and regulations for market access of fire protection products; is formulated based on the safety risk and certification risk of fire alarm products; stipulates the basic principles and requirements for the implementation of compulsory product certification for fire alarm products. This Rules can be used with other general rules issued by Certification and Accreditation Administration (CNCA), such as “China Compulsory Certification Implementation Rules - Manufacturing Enterprise Classification Management, Certification Mode Selection and Determination”, “China Compulsory Certification Implementation Rules - Utilization of Manufacturing Enterprise Testing Resource and Other Certification Results”, “China Compulsory Certification Implementation Rules - Factory Inspection General Requirements”.
The certification body shall make implementation detailed-rules for certification according to the general implementation rules and this Rules and implement them accordingly.
Manufacturing enterprise shall ensure that their certified products are capable of sustaining the compliance with the certification and are compatible with the requirements of the standards.
1 Application scope
This Rules applies to fire alarm products, including the following product categories: Point type smoke fire detector, point type heat fire detector, independent smoke fire detection alarm, manual fire call point, point type ultraviolet flame detector, special type fire detector, line beam smoke fire detector, alarm system for electric fire prevention, fire indicating panel, audible and / or visual fire alarm signaling appliances, fire alarm control unit, automatic control system equipment for fire protection, control unit for fire rolling shutters, line type heat fire detector, fire alarm product for household, remote-monitoring product of urban fire protection, combustible gas alarm product, fire emergency lighting and evacuate indicating product, fire safety sign, fire alarm receiving and dispatching equipment, 119 fire alarm device, and fire vehicles real-time control devices.
2 Certification basis-standards
The certification basis-standards are shown in Attachment "Compulsory Certification Unit Division and Basis-Standards - Fire Alarm Products".
The latest versions of the above standards issued by the National Standardization Administration shall be executed. When it is necessary to use other versions of the standards, they shall be implemented in accordance with the announcements issued by the CNCA that apply to the requirements of relevant standards.
3 Certification modes
The basic certification mode for compulsory certification of fire alarm products is: Type test + enterprise quality assurance capability and product consistency inspection + after-certification production on-site sampling test or inspection;
Certification body shall, in accordance with requirements of “China Compulsory Certification Implementation Rules - Manufacturing Enterprise Classification Management, Certification Mode Selection and Determination”, implement
classification management of manufacturing enterprises. In combination with classification management results, on the basis of basic certification mode, it shall also add relevant elements such as after-certification follow-up inspection and after-certification field-of-use sampling test or inspection as appropriate, so as to determine the certification mode suitable for certification client. For ease of reading, hereinafter abbreviated as “CLIENT”].
4 Division of certification units
In principle, products of the same producer (manufacturer), the same manufacturing enterprise (factory), the same category, and the same main circuit design are one certification unit.
CLIENT shall submit a certification entrusting based on the unit division principles. For the division of certification units, see Attachment "Compulsory Certification Unit Division and Basis-Standards - Fire Alarm Products".
5 Certification entrusting
5.1 Application and acceptance of certification entrusting
CLIENT must put forward the certification entrusting to the certification body, in an appropriate way. Certification body shall process the certification entrusting; and feedback the acceptance or rejection according to the time limit in the certification implementation detailed-rules.
When the requirements of national laws and regulations and relevant industrial policies The type test items of fire alarm products shall be the items specified in the certification basis-standards.
6.1.3 Implementation of type test
The type test shall be completed in the laboratory designated by CNCA. Laboratory shall conduct the type test to the samples, integrally record the whole test and archive for retaining, so that the test process and results are traceable.
6.1.4 Report of type test
Certification body shall specify a unified form of type test report.
After the type test is completed, the laboratory shall issue a type test report to the certification body and the CLIENT in time. The test report shall contain a description of all product and certification-related information in the application unit. The CLIENT shall ensure that, during the after-certification supervision, a complete and valid type test report can be provided to the certification body and the law enforcement agency. 6.2 Enterprise quality assurance capability and product consistency inspection (initial factory inspection)
After passing the type test, the enterprise quality assurance capability and product consistency inspection can be carried out.
6.2.1 Basic principles
The certification body shall clarify the basic requirements for the quality assurance capability of producer / manufacturing enterprise and for the control of product consistency in the certification implementation detailed-rules.
The CLIENT and producer / manufacturing enterprise shall, in accordance with the relevant provisions of the certification implementation detailed-rules, establish and implement a system which effectively maintains the enterprise’s quality assurance capability and product consistency control. Maintain the production conditions of fire alarm products. Ensure that product quality, sign, identification etc. continue to meet the requirements of relevant laws, regulations and standards. Ensure that certified products continue to meet certification requirements.
Producer / manufacturing enterprise shall establish a product production and sales flow registration system, to truthfully record the product name, batch, specification, quantity, sales destination, etc.
The certification body shall conduct compliance inspections on the quality assurance capability of producer / manufacturing enterprise and the control of product consistency. For certified producers / manufacturing enterprises, the certification body may make appropriate adjustments to the timing and content of the quality assurance capability and product consistency inspection of the enterprise; clarify them in the certification implementation detailed-rules.
6.2.2 Requirements of enterprise quality assurance capability inspection The certification body shall appoint compulsory product certification inspectors with national registration qualifications to form an inspection team. In accordance with "General requirements for factory inspection of fire products" (GA 1035) and the relevant requirements of certification implementation detailed-rules, it shall conduct the quality assurance capability inspection of producer / manufacturing enterprise. The inspection shall cover all manufacturing enterprises involved in the certification unit. When necessary, the certification body may conduct extended inspections at places other than the manufacturing enterprise.
6.2.3 Requirements of product consistency inspection
The certification body randomly selects products entrusted for certification from the qualified products confirmed by the producer / manufacturing enterprise; according to "Requirements for fire products consistency inspection" (GA 1061) and the relevant requirements of the certification implementation detailed-rules, conducts product consistency inspection.
6.3 Certification evaluation and decision
The certification body conducts a comprehensive evaluation of the conclusions and related materials / information of type test, enterprise quality assurance capability and product consistency inspection AND makes certification decisions. If the certification requirements are met, a certificate will be issued. If there is a nonconformity conclusion, the certification body will not approve the certification entrusting; the certification will be terminated.
6.4 Time limit of the certification
The certification body shall clearly stipulate the time limit of each link of the certification; ensure that the relevant work is completed within the time limit. CLIENT must actively cooperate with the certification activities. Under normal circumstances, within 90 days from the acceptance of the certification entrusting, a certification certificate shall be issued to CLIENT. If the certification basis-standards have special requirements on the test items and the required time, the certification body shall specify the product test time limit in the certification implementation detailed-rules. 7 After-certification supervision
After-certification supervision refers to the supervision implemented by the certification 7.2 After-certification follow-up inspection
7.2.1 Principles
Based on manufacturing enterprise classification management, certification body shall implement the effective follow-up inspection to the certified product and its producer / manufacturing enterprise; to verify that the quality assurance capability of producer / manufacturing enterprise continues to meet the certification requirements; ensure that the certified products continue to meet the standard requirements and maintain the consistency with the type test samples.
When the after-certification follow-up inspection shall be conducted during the normal production of producer / manufacturing enterprise, priority is given to the method of not notifying the inspected party in advance. For those products that are not continuously manufactured, CLIENT shall provide the relevant production plan to certification body, so that the after-certification follow-up inspection can be conducted in an effective way. If the after-certification supervision is implemented by means of after-certification follow-up inspection, CLIENT, producer, and manufacturing enterprise shall cooperate. 7.2.2 Content
In accordance with "China Compulsory Certification Implementation Rules - Factory Quality Assurance Capability Requirements", "General requirements for factory inspection of fire products" (GA 1035), and "Requirements for fire products consistency inspection" (GA 1061), the certification body shall specify in the certification implementation detailed-rules the content, requirements, and handling methods under special circumstances for after-certification follow-up inspection.
7.3 After-certification field-of-use sampling test or inspection
7.3.1 Principles
After-certification field-of-use sampling test or inspection shall cover the certified products in a certain proportion.
If the after-certification supervision is implemented by means of after-certification field-of-use sampling test or inspection, CLIENT, producer, and manufacturing enterprise shall cooperate and confirm the samples taken from the field of use. 7.3.2 Content
After-certification field-of-use sampling test: The test implemented by the designated laboratory after sampling in the field of use in accordance with the requirements of the certification basis-standards and implementation detailed-rules.
After-certification field-of-use sampling inspection: The inspection of fire alarm products by the certification body in the field of use according to "Rules for field inspection and judgement of fire products" (GA 588), "Requirements for fire products consistency inspection" (GA 1061), and the requirements of the certification implementation detailed-rules.
The certification body shall specify in the certification implementation detailed-rules the content, requirements, and handling methods under special circumstances for after-certification field-of-use sampling test or inspection.
7.4 Frequency and time of after-certification supervision
Based on manufacturing enterprise classification management, certification body shall adopt different frequencies of after-certification supervision to different types of manufacturing enterprise. The supervision time shall be made in a reasonable way. The specific principles shall be specified in the certification implementation detailed-rules. 7.5 Record of after-certification supervision
The certification body shall record and archive the whole process of after-certification supervision, to ensure the traceability of the certification process and results. 7.6 Evaluation of after-certification supervision results
The certification body conducts a comprehensive evaluation of the sampling test / inspection conclusions and relevant materials / information. If the evaluation is PASS, it may continue to maintain the certificate and use of certification mark. If the evaluation is Not-PASS, certification body shall cancel / suspend / revoke the certificate according to the corresponding situations; and announce it publicly.
8 Certificate
8.1 Maintenance of certificate
The validity period of the certificate covered by this Rules is 5 years. Within the valid period, the validity of the certificate is maintained by depending on the “after-certification supervision” of the certification body.
Before the certificate is expired, if it needs to continue to use, CLIENT shall put forward the certification entrusting within 90 days before the expiry date. If the newest “after-certification supervision”, within the certificate validity, is PASS, then certification body shall directly renew the certificate after receiving the certification entrusting.
8.2 Content of certificate
The content of the certificate shall comply with the requirements of Article 21 of "China 9.2 Use requirements
The certification mark shall generally be applied to the obvious position of the product. The certification body shall specify the specific requirements in the certification implementation detailed-rules.
10 Charges
Certification fees are charged by the certification body and laboratory in accordance with the national regulations on compulsory product certification changes.
In accordance with the national regulations on the number of man-days for initial factory inspection and after-certification supervision and review in the charging standards for compulsory product certification, the certification body shall reasonably determine the specific number of man-days charged.
11 Certification responsibility
The certification body shall be responsible for the certification conclusion. The laboratory shall be responsible for the testing results and inspection reports. The certification body and its appointed factory inspectors shall be responsible for the conclusion of the factory inspection.
CLIENT shall be responsible for the authenticity and legality of the materials and samples submitted by it.
12 Certification implementation detailed-rules
According to the principle and requirements of this Implementation Rules, certification body shall formulate scientific, reasonable and feasible certification implementation detailed-rules. Certification implementation detailed-rules shall be publicly announced and implemented, after filed to CNCA. Certification implementation detailed-rules shall at least include the following contents:
(1) Requirements for certification process and time limit;
(2) Selection of certification mode and related requirements;
(3) Requirements for classification management of manufacturing enterprises; (4) Certification entrusting materials and related requirements;
(5) Requirements for type test;
