Scope

This document specifies the requirements for acceptable toy structural features,
including shape, size, outline, clearances (such as rattle toys, small parts, sharp points,
sharp edges, hinges, etc.) and certain toy performance parameters (maximum kinetic
energy of projectiles with inelastic tips, minimum tilt angle of certain ride toys, etc.).
This document specifies the requirements and testing methods for toys used by children
from newborns to 14 years of age. These requirements vary depending on the age group
the toy corresponds to. The requirements for toys used by children in a specific age
group are based on the hazardous characteristics and the child's intellectual and physical
abilities to cope.
NOTE 1.See Annex A "Toy age rating guide". For more detailed age group classifications, see
GB/T 28022.
This document also specifies appropriate warnings and/or instructions for use on certain
toys or their packaging. Annex B lists the basic content of the warnings and instructions
for use.
This document applies to all toys, that is, any product designed or clearly intended for
use by children under the age of 14 in play. This document applies to toys that are first
acquired by the consumer. It also applies to toys that have undergone reasonable,
foreseeable normal use and abuse testing, unless otherwise stated.
This document cannot cover all potential hazards that may exist in all types of toys or
specific toys. For inherent, well-known hazards that are inseparable from the function
of toys, this document makes no other requirements besides requiring the labeling of
functional hazards and the age range to which the toy is suitable.
NOTE 2.One example of such hazards is the sharp point necessary for the normal function of a
needle. Buyers of toy sewing kits are well aware of the hazards of needles. Users are aware of the
hazards of functional sharp points through warning labels on product packaging and during normal
sewing education.
NOTE 3.Two-wheeled toy scooters have inherent and well-known hazards associated with their
use (such as instability during use, especially for beginners). Compliance with the requirements of
this document shall minimize potential hazards related to structural characteristics (sharp edges,
crushing, etc.).
The following products are not applicable to this document.
z) Interactive software used for entertainment and leisure, such as computer games
and their storage media (such as CDs).
aa) Lighting fixtures designed to attract children.
ab) Scooters, electric vehicles, or other means of transportation intended for use in
sports or on public roads such as highways and sidewalks.
ac) Toy transformers.
