Network
1 Scope
This document specifies the construction, operation, safety, environmental protection and
emergency response requirements for the take-back service networks of electric vehicle traction
batteries.
This document is applicable to the construction, management and operation of take-back
service networks for the recycling of waste traction battery packs, modules and cells. Other
types of lithium ion battery take-back service networks, such as: consumption and energy
storage, may take this document as a reference.
This document does not apply to the storage sites for electric vehicle lead-acid batteries.

3 Terms and Definitions
What is defined in GB/T 19596 and GB/T 26989, and the following terms and definitions are
applicable to this document.
3.1 waste and used traction battery
Waste and used traction battery refers to traction battery cells, modules and packs that have lost
their original use value and are scrapped during the processes of research and development,
production, testing, storage, transportation, usage, maintenance, vehicle scrapping and cascade
utilization, etc.
3.2 collect
Collect refers to the process of collecting waste and used traction batteries to the take-back
service networks.
3.3 classification
Classification refers to the process of distinguishing and classifying waste and used traction
batteries based on their characteristics, such as: product type, material system and hazard level,
etc.
3.4 pretreatment
Pretreatment refers to the process of adopting physical operations, such as: cleaning, insulation,
leakage prevention, flame retardancy, thermal insulation and electric discharge, on waste and
used traction batteries.
3.5 storage
Storage refers to the storage activities in the processes of recycling, cascade utilization and
recycling of waste and used traction batteries.
during the processes of collection, classification, storage and packing, etc.
NOTE: in accordance with the scale, facilities and equipment, storage time and management
requirements, there are different types of take-back service network: collection take-back
service network and centralized take-back service network.
3.14 collection take-back service network
Collection take-back service network refers to a take-back service network with certain special-
purpose storage space, facilities and equipment that can temporarily store waste and used
traction batteries.
3.15 centralized take-back service network
Centralized take-back service network refers to a take-back service network with a relatively
large special-purpose storage space, and relatively perfect facilities and equipment that can
store waste and used traction batteries for a relatively long time.
4 Construction Requirements
4.1 Requirements for Site Selection
4.1.1 For the collection take-back service networks (hereinafter referred to as “collection
networks”), the site selection should be set in maintenance service outlets, battery swap stations,
scrapped motor vehicle recycling and dismantling enterprises, etc.
4.1.2 For the centralized take-back service networks (hereinafter referred to as “centralized
networks”), the site selection shall comply with the relevant requirements of GB 18599 and GB
50016, and maintain a fire separation distance of at least 20 m from civil buildings.
4.2 Requirements for Site Construction
4.2.1 Requirements for networks
4.2.1.1 The network shall reserve fire-fighting access and driving lanes for vehicles transporting
waste and used traction batteries, and its architectural structure should consider the impact on
the surrounding environment and residents.
4.2.1.2 The network shall set the site area and environmental conditions in accordance with the
network type. Storage, pretreatment and office space shall be separately set up, with clear
boundaries and signs between different functional areas. The office space shall not be in the
same functional area as the storage and pretreatment site.
4.2.1.3 The floors of the storage and pretreatment site shall be paved with epoxy flooring or be
hardened, and subject to anti-corrosion, anti-seepage and insulation treatments. In accordance
with the relevant requirements of GB 2894-2008, safety warning signs shall be set; in
accordance with the relevant requirements of GB 15562.2, solid waste signs shall be set; yellow
marking lines shall be set on the ground, and signs of No Override shall be pasted on operating
equipment and fire-fighting equipment.
4.2.1.4 The site of the network should be built on the first floor. If it is built on the second floor
or above, the load-bearing capacity of the floor shall be ensured, and there shall be a freight
