Foreword
In order to implement the Environmental Protection Law of the People’s Republic of
China, to implement this Standards of national and local air pollutants emissions, to
implement the total control of atmospheric emissions of pollutants from stationary
sources, to improve the level of continuous emission monitoring of flue gas from
stationary sources, this Standard is formulated.
This Standard specifies the technical requirements of continuous emission monitoring
systems of flue gas from stationary sources (HJ/T 75-2001) - installation, debugging,
networking, inspection, operation, maintenance and data auditing.
This Standard make the following main modifications for Technical Specifications of
Continuous Emission Monitoring of Thermal Power Plant (HJ/T75-2001). expand the
scope of the original specification, cover the industrial stationary sources; refine the
requirements of the installation location of continuous emission monitoring systems of
flue gas from stationary sources and audits and processing requirements of data which
have been accepted and transferred to the automatic pollution monitoring network;
provide operational management and quality assurance requirements for continuous
emission monitoring system of flue gas from stationary sources; simplify various
monitoring methods of continuous emission of flue gas from stationary sources;
supplement the testing and comparison methods of continuous emission monitoring
system of flue gas from stationary sources, technical requirements and related record
forms.
This Standard is a guidance standard.
This Standard is put forward by Department of Science, Technology and Standards of
State Environmental Protection Administration.
This Standard was drafted by Shanghai Environmental Monitoring Center, China
National Environmental Monitoring Center, China-Japan Friendship Center for
Environmental Protection.
This Standard was approved by the State Environmental Protection Administration on
July 12, 2007.
This Standard has been implemented from August 1, 2007 and replaced the Technical
Specifications of Continuous Emission Monitoring of Thermal Power Plant (HJ/T75-
2001)
This Standard shall be explained by State Environmental Protection Administration.
Specifications for Continuous Emissions Monitoring of Flue Gas Emitted from
Stationary Sources (on Trial)
1 Applicable Scope
1.1 This Standard specifies the main technical targets, test items, installation location,
commissioning testing methods, inspection methods, the daily operation and
management, daily operation of quality assurance, data auditing and reporting format
of the data of the particulate matter CEMS, gaseous pollutants (including SO2, NO,
etc.) CEMS and related exhaust parameters (oxygen, etc.) of Continuous Emissions
Monitoring Systems, CEMS.
1.2 This Standard is applicable to solid, liquid fuel or raw material for the thermal power
plant boilers, industrial / commercial boilers and industrial furnaces and other
stationary sources of CEMS.
1.3 Garbage incinerators, hazardous waste incinerators and gases which use fuel or
raw CEMS stationary sources shall refer to this Standard.

The provisions in the following documents are referred to by this Standard. All editions
without any date indication are valid and applicable for this Standard.

3 Terms and Definitions
3.1 Continuous Emission Monitoring
Carry out continuous, real-time tracking measurement of pollutants of emissions from
stationary sources; the total measuring hours of each stationary source shall not be
less than 75% of the total operating hours of boilers, furnaces; the measuring time in
each hour shall not be less than 45min.
3.2 Normal Operation of CEMS of Stationary Source
Meet the technical requirements of this Standard. Run the requirements within the
validity period, but not including the operation of detector contamination, equipment
failure, system calibration, verification or systems without periodic calibration and
verification.
3.3 Valid Data
Meet the technical requirements of this Standard. Qualified CEMS which have gained
acceptance. Under the conditions of flue gas emissions from stationary sources, the
data is measured in the normal operation of CEMS.
3.4 Valid Hourly Average
The arithmetic mean of valid data of not less than 45 minutes in 1 hour.
3.5 Valid Daily Average
The arithmetic average of the mean of valid hour which is not less than 75﹪of
operating hours of boilers and furnaces (measured by hour) in 1 day.
3.6 Valid Monthly Average
The arithmetic average of the mean of valid hour which is not less than 75﹪ of
operating hours of boilers and furnaces (measured by hour) in 1 month.
3.7 Reference Method
CMS, and flow rate CMS shall be away from the wall of the flue of the measurement
point not less than 1 m;
b. Center is located at or near the center of the cross section area of flue;
c. Measuring line length is greater than or equal to the diameter of the flue or length of
the flue of rectangular cross-sectional side.
7 CEMS Technology Acceptance of Stationary Sources
CEMS technology acceptance of stationary sources is composed of 2 parts -
acceptance of the reference method and networking acceptance.
7.1 Technical Acceptance Conditions
After completing installation, commissioning test of stationary sources CEMS (see
Appendix A of this Standard) and meeting the following requirements, technical

3 Terms and Definitions
3.1 Continuous Emission Monitoring
Carry out continuous, real-time tracking measurement of pollutants of emissions from
