Foreword
GB 5606 "Cigarettes" is divided into six parts.
- Part 1.Sampling;
- Part 2.Mark;
- Part 3.Technical requirements for packing, making, storage and transport;
- Part 4.Technical requirements for sense evaluation;
- Part 5.Mainstream smoke;
- Part 6.Quality evaluation.
This Part is Part 1 of GB 5606.
This Part replaces GB/T 5606.1-1996.
The main changes of this Part compared with GB/T 5606.1-1996 are as follows.
- CANCEL the routine inspection from the "Scope";
- ADD the definitions of type inspection, exit-factory inspection, supervision
inspection;
- MODIFY the requirements for "inspection batch";
- MODIFY the requirements for "sampling record sheet";
- CANCEL the taking of samples for re-inspection;
- MODIFY the requirements for "test sample preparation".
This Part was proposed by the State Tobacco Monopoly Administration.
This Part shall be under the jurisdiction of the National Tobacco Standardization
Technical Committee (TC 144).
Drafting organizations of this Part. State Tobacco Monopoly Administration,
Zhengzhou Tobacco Research Institute of China National Tobacco Corporation.
The main drafters of this Part. Qin Qianhao, Fan Li, Liu Gangyi, He Jian.
This standard replaces the standard previously issued as follows.

Cigarettes - Part 1.Sampling
1 Scope
This Part of GB 5606 specifies the sampling method and test sample preparation
method of cigarette samples in the sampling inspection laboratory.
This part applies to cigarettes.
2 Terms and definitions
The following terms and definitions apply to this part.
2.1
Inspection lot (abbreviated as lot)
The unit product collected for sampling inspection.
2.2
Random sampling
A sampling method in which all units of a batch are equally likely to be sampled
each time.
2.3
Increment
The unit product of a lot, which is sampled for inspection.
2.4
Packet
The smallest packaging unit of cigarettes. It can hold a number of cigarettes (usually
20 cigarettes) and is divided into three types. soft packs, hard packs and others.
2.5
Carton
The smallest packaging unit of a cigarette packet. It can hold a number of packets
the requirements of good quality characteristics.
2.13
Supervision inspection
The government quality supervision department organizes product quality
inspection institutions in accordance with the law, to test, inspect, judge product
quality in accordance with national standards.
3 Sampling rules
3.1 A carton (10 packets, 200 cigarettes) of cigarettes is used as the increment. When a
carton of cigarettes is not packaged in 10 packets (200 cigarettes), the increment shall
be adjusted to meet the number of cigarettes required for sampling. During type
inspection and supervision inspection, laboratory samples consist of five increments;
leaving factory inspection, single item or partial item inspection, laboratory samples
shall meet the requirements of the number of sample preparation required in Chapter 5
and consist of no less than three increments.
3.2 Cigarettes of the same designation, specification, packaging, price category,
commodity barcode produced within the specified time form an inspection lot.
3.3 Professional personnel holding a sampling notice shall be dispatched by the
inspection task entrusting organization or the designated inspection agency to the
designated location, to finish the task within the specified time.
3.4 Unless otherwise specified, the sampling personnel shall be accompanied by the
representative of the sampling point when sampling at the sampling point.
3.5 Laboratory samples can only be taken from the inspection lot; each increment must
be sealed.
3.6 The seal shall record the following information.
- Sampling organization;
- Sampling person;
- Sampling time.
3.7 Laboratory samples shall be tightly packed to prevent damage and sent to the quality
inspection agency in a quick manner.
3.8 Sampling personnel shall carry a sampling record sheet in triplicate. The first copy
is used as a record for the sampling personnel, the second copy is packaged with the
sample, the third copy is submitted to the sampling point for filing.
