Guide for Pollution Control of Waste Electrical and
Electronic Products’ Take-Back and Treatment
1 Scope
This Standard specifies the terms and definitions, basic principles of the pollution
control of waste electrical and electronic products’ take-back and treatment, basic
requirements for the pollution control of the waste electrical and electronic products’
take-back, basic requirements for the pollution control of the waste electrical and
electronic products’ treatment, requirements of information management system, and
personnel management requirements.
This Standard is applicable to the take-back and treatment enterprises of waste
electrical and electronic products, and the industry authorities to regulate and manage
the take-back and treatment activities against the waste electrical and electronic
products; other enterprises can refer to this.
2 Normative References

3. Terms and Definitions
The following terms and definitions are applicable to this document.
3.1 Waste electrical and electronic product
It indicates the electrical and electronic products (including all parts, members,
components and etc. consisting of the products) that the owner are no longer to use,
and has been abandoned or discarded, and the disqualified and rejected products
generated during the producing, distributing and using processes.
Note. the definition in Clause 3.2 of GB/T 21474-2008 shall be amended.
3.2 Take-back
It indicates, for the purpose of recovery (3.10), the collection (3.5) and storage (3.6)
activities of the waste electrical and electronic product (3.1).
3.3 Treatment
It indicates decontamination, dismantling, and recycling activities against the waste
electrical and electronic product (3.1).
Note. the definition in Clause 3.9 of GB/T 23685-2009 shall be amended.
3.4 Pollution control
It indicates any measures that is taken for the purposes of reducing or eliminating the
selected parts (3.13) generated in the waste electrical and electronic product, and
other pollutants generated during the recycling and disposal processes.
3.5 Collection
It indicates the collection, classification, and arrangement activities against the waste
electrical and electronic product (3.1).
Note. the definition in Clause 3.3 of GB/T 23685-2009 shall be amended.
3.6 Storage
It indicates, for the purposes of collection (3.5), transportation, disassembly (3.8),
recovery (3.10) and disposal (3.11), temporary storage activities of the waste
electrical and electronic product (3.1) in the particular qualified site.
Note. the definition in Clause 3.4 of GB/T 23685-2009 shall be amended.
3.7 Reuse
It indicates, on the premise of no violating the relevant laws, regulations, and
standards, the waste electrical and electronic product (3.1), or its parts, members,
and components shall be continued to be used for the original purposes, or which is
continued to be used for the original purposes after the maintenance.
4 Basic Principles
4.1 The take-back and treatment activities against the waste electrical and
electronic product shall meet the management requirements of Regulations for
Management of Recycling Disposal of Waste Electric and Electronic Products, and
other relevant laws and regulations.
4.2 On the premise of no violating the relevant laws, regulations or standards, give
priority to the reuse of waste electrical and electronic products and components.
4.3 The environmental protection technologies, circular economy technologies, and
advanced and applicable technologies for comprehensive utilization of the renewable
resources, which are encouraged to develop by China shall be taken.
4.4 The environmental monitoring system against the characteristic pollutants and
pollutant sources during the take-back and treatment of waste electrical and electronic
product shall be established.
4.5 National requirements for labor safety and human health shall be met.
5 Basic Requirements for the Pollution Control of
Waste Electrical and Electronic Products’ Take-Back
5.1 The waste electrical and electronic products shall be collected and stored by
types (see Appendix A); and they shall be identified.
5.2 The waste electrical and electronic products shall not be disassembled during
the recycling process.
5.3 When collect the products containing display, they shall be sorted and stored
according to various display structures, such as cathode ray tube, liquid crystal,
plasma and etc.
5.4 When collect the refrigeration equipment, the integrity of the refrigeration system

1 Scope
This Standard specifies the terms and definitions, basic principles of the pollution
control of waste electrical and electronic products’ take-back and treatment, basic
requirements for the pollution control of the waste electrical and electronic products’
take-back, basic requirements for the pollution control of the waste electrical and
electronic products’ treatment, requirements of information management system, and
personnel management requirements.
This Standard is applicable to the take-back and treatment enterprises of waste
electrical and electronic products, and the industry authorities to regulate and manage

3. Terms and Definitions
The following terms and definitions are applicable to this document.
3.1 Waste electrical and electronic product
It indicates the electrical and electronic products (including all parts, members,
components and etc. consisting of the products) that the owner are no longer to use,
and has been abandoned or discarded, and the disqualified and rejected products
generated during the producing, distributing and using processes.

3.7 Reuse

and components shall be continued to be used for the original purposes, or which is

4 Basic Principles
4.1 The take-back and treatment activities against the waste electrical and
electronic product shall meet the management requirements of Regulations for
Management of Recycling Disposal of Waste Electric and Electronic Products, and
other relevant laws and regulations.
4.2 On the premise of no violating the relevant laws, regulations or standards, give
priority to the reuse of waste electrical and electronic products and components.
4.3 The environmental protection technologies, circular economy technologies, and
advanced and applicable technologies for comprehensive utilization of the renewable
