1 Scope
This Standard specifies the product grading and classification, requirements, test methods,
inspection rules and marking, packaging, transportation and storage of writing paper.
This Standard applies to forms, exercise books, record books, account books and other writing
paper.

5.2 The size and skewness of paper shall be measured according to GB/T 451.1.
5.3 The grammage and grammage deviation shall be determined according to GB/T 451.2.
5.4 The tightness shall be measured according to GB/T 451.3.
5.5 The D65 brightness is measured according to GB/T 7974.
5.6 The opacity shall be measured according to GB/T 1543.
5.7 The sizing value shall be determined according to the ink scribing method in GB/T 460-
2008.
5.8 The smoothness shall be measured according to GB/T 456.
5.9 The transverse folding endurance shall be determined by the Schober method in GB/T 457-
2008.
5.10 The dirt shall be measured according to GB/T 1541.
5.11 The printing surface strength shall be measured by A IGT printing tester (electric type)
according to the method in GB/T 22365-2008, using medium-viscosity ink.
5.12 The moisture at delivery shall be measured according to GB/T 462.
5.13 The color difference shall be measured according to GB/T 7975.
5.14 Visual inspection is adopted for appearance quality.
6 inspection Rules
6.1 The quantity delivered at one time is regarded as a batch; and each batch shall not exceed
30t.
6.2 The manufacturer shall ensure that the produced writing paper meets the requirements of
this Standard; and each piece of paper shall be delivered with a certificate of conformity.
6.3 The sampling plan for delivery inspection shall be carried out in accordance with the
provisions of GB/T 2828.1. The sample unit of sheet paper is a piece; and the sample unit of
web paper is a roll. Acceptance Quality Limit (AQL):
a) AQL=4.0 for opacity, sizing value, transverse folding endurance;
b) AQL=6.5 for grammage, grammage deviation, tightness, D65 brightness, smoothness,
dirt, moisture at delivery, color difference of the same batch of paper, number of joints,
and appearance quality.
The sampling plan adopts the double sampling plan for the normal inspection; and the
inspection level is the special inspection level S-2. See Table 2.
6.4 Determination of acceptability: The sample size for the first inspection shall be equal to the
first sample size given in the plan. If the number of disqualified products found in the first
sample is less than or equal to the first acceptance number, the lot shall be considered acceptable.
If the number of disqualified products found in the first sample is greater than or equal to the
first rejection number, the lot shall be considered unacceptable. If the number of disqualified
products found in the first sample is between the first acceptance number and the first rejection
number, a second sample of the sample size given by the plan shall be inspected and accumulate
the number of disqualified products found in the first and second samples. If the cumulative
number of disqualified products is less than or equal to the second acceptance number, the lot
is judged acceptable. If the cumulative number of disqualified products is greater than or equal
to the second rejection number, the lot is judged unacceptable.
6.5 If the purchaser has any objection to the quality of the product, it shall submit a written
opinion to the direct supplier within one month after the arrival of the goods; and the supplier
and the purchaser shall jointly re-inspect or entrust a mutually recognized inspection
department to conduct re-inspection. If the re-inspection results do not meet the requirements
of this Standard, the lot will be judged unacceptable; and the supplier will be responsible for
handling it. If it meets the requirements of this Standard, it will be judged acceptable for the lot,
and the purchaser will be responsible for handling it.
7 Marking, Packaging, Transportation and Storage
7.1 The packaging and marking of writing paper shall be in accordance with the provisions of
GB/T 10342, including product name, trademark, product standard number, specification,
grammage, quantity, name and detailed address of the manufacturer, etc.; and may also be in
accordance with the provisions of the contract.
7.2 During transportation, rain-proof, moisture-proof, and clean means of transport shall be
used, and they shall not be mixed with other items that shall pollute paper products or
flammable items.
