Electrochemical Energy Storage Station to Power Grid
1 Scope
This document specifies the requirements for the operation management, power control, on-
grid / off-grid switching, operational adaptability, power quality, relay protection and automatic
security device, automation and communications, network security and electric energy
measurement for connecting electrochemical energy storage station to power grid.
This document is applicable to the operation control of electrochemical energy storage stations
connected to the public grid through a voltage level of 10(6) kV and above. Other types of
energy storage stations may take this as a reference.

5.3 Before an electrochemical energy storage station is connected to the grid for the first time,
technical parameters, measured parameters, and security protection schemes, etc. related to grid
operation shall be submitted to the grid dispatching institution.
5.4 Before being connected to the grid, the electrochemical energy storage station shall carry
out grid-connected operation debugging in accordance with the requirements of GB/T 36548
and pass start-up acceptance inspection. Within 6 months of grid-connected operation, a grid-
connected operation debugging report shall be submitted to the grid dispatching institution.
5.5 When the maintenance or replacement of major primary equipment, such as: energy storage
batteries and converters, as well as the modification or upgrade of major secondary equipment,
such as: monitoring systems and protections, affect the grid-related performance of the
electrochemical energy storage station, before the electrochemical energy storage station is re-
connected to the grid, it shall pass debugging tests and complete acceptance inspection.
5.6 When the in-station primary equipment, secondary equipment and security protection
scheme of the electrochemical energy storage station are changed after being connected to the
power grid, relevant information shall be timely submitted to the power grid dispatching
institution.
5.7 For equipment within the jurisdiction of the power grid dispatching institution, the
electrochemical energy storage station shall perform relevant operations in accordance with
dispatching instructions; for equipment within the scope of permission of the power grid
dispatching institution, the electrochemical energy storage station shall perform relevant
operations after obtaining permission from the power grid dispatching institution.
5.8 When executing dispatching instructions may endanger personal and equipment safety, the
personnel on duty of the energy storage station shall report to the power grid dispatching
institution and explain the reasons.
5.9 The maintenance of grid-related equipment in the electrochemical energy storage station
shall be submitted to the power grid dispatching institution in advance for maintenance plans
and maintenance applications, which can only be implemented after approval.
5.10 When grid-connected equipment in the electrochemical energy storage station has a fault,
the faulty equipment shall be shut down and reported to the relevant power grid dispatching
institution.
5.11 After the electrochemical energy storage station and energy storage converter exit
operation in an emergency or fault situation, they shall not be connected to the grid on their
own, instead, they shall be connected to the grid and resume operation under the arrangement
of the power grid dispatching institution.
5.12 The electrochemical energy storage station shall submit charging / discharging plan
proposals for the energy storage station to the power grid dispatching institution. The power
grid dispatching institution shall reasonably arrange the operation mode and charge-discharge
plan of the electrochemical energy storage station based on the plan proposals submitted by the
electrochemical energy storage station.
5.13 The electrochemical energy storage station shall implement the planning curves and
dispatching instructions issued by the power grid dispatching institution. When the operation
mode and planning curves of the energy storage station are adjusted, the power grid dispatching
institution shall notify relevant personnel of the electrochemical energy storage station in
advance.
6 Power Control
6.1 Active Power Control
6.1.1 The electrochemical energy storage station shall have remote control mode and local
control mode and be capable of manually controlling the switching between the two modes. In
the remove control mode, it can automatically execute the control instructions issued by the
power grid dispatching institution.
6.1.2 The electrochemical energy storage station shall be connected to the automatic generation
control system (AGC) to control its charge-discharge power in accordance with the instructions
of the power grid dispatching institution.
6.1.3 When a power grid fault occurs, the electrochemical energy storage station participating
in emergency power support shall have the capability of reaching the maximum dischargeable
or rechargeable power within 200 ms.
6.1.4 The primary frequency modulation dead zone setting of the electrochemical energy
storage station shall satisfy the requirements of GB/T 36547. When the frequency deviation is
greater than the primary frequency modulation dead zone, the primary frequency modulation
shall correctly act.
