Foreword
This Standard is drafted in accordance with the rules given in the GB/T 1.1-
2009.
This Standard was proposed by the Ministry of Industry and Information
Technology of the People’s Republic of China.
This Standard shall be under the jurisdiction of the National Technical
Committee for Standardization of Electrical and Electronic Products and
System Environment (SAC/TC 297).

Introduction
In order to achieve certain functional requirements and due to the limitations of
production technologies at the present stage, the environmentally hazardous
substances such as lead, mercury, cadmium, hexavalent chromium,
polybrominated biphenyls, polybrominated diphenyl ethers might be introduced
into the electrical and electronic products. The continuous accumulation of
these hazardous substances in the environment causes the irreparable adverse
effects on the human and natural environment. Therefore, laws and regulations
have been successively formulated in various countries and regions, so as to
restrict the use of certain hazardous substances in products, and to stipulate
the categories and limits of these restricted substances.
In order to promote the sustainable development of the electrical and electronic
industry as well as the resource conservation and environmental protection of
the electrical and electronic products, the Ministry of Industry and Information
Technology and other governmental authorities have jointly made the rules and
regulations related to the contamination control of electrical and electronic
products, so that the contamination control of electrical and electronic products
will be brought into legal system. This Standard is hereby formulated for better
implementing the relevant rules and regulations, and for directing the
manufacturers on the supply chains of electrical and electronic products to
effectively control the restricted substances in the products or process by using
the method of process management, so as to meet the requirements specified
in the relevant laws and regulations, and to promote the electrical and electronic
industry to accelerate the substitution and reduction of restricted substances.
This Standard is a management system standard to specify the process
management of restricted substances for organizations; it is aimed to help
organizations to improve the ability of controlling the restricted substances in
the relevant process, and thus to reduce and eliminate the use of restricted
substances.
This Standard is drafted based on the framework of the national standard GB/T
19001-2008 Quality management systems – Requirements (ISO 9001.2008,
IDT) by using the process approach of “Plan-Do-Check-Act (PDCA)”, referring
to the relevant international standard requirements for the restricted substances
management systems of electrical and electronic products, and combining with
the special requirements and practical experience for controlling the restricted
substances in the electrical and electronic industry of China.
This Standard can be used by internal and external interested parties to assess
the organization’s ability, so as to meet the relevant requirements for restricted
substances, including the customer requirements, laws and regulatory

1 Scope
This Standard specifies the requirements for the restricted substances
management systems of the organizations related to the production of electrical
and electronic products, so as to help the organizations identify the process
related to the use of restricted substances according to the relevant laws and
regulations or customer requirements, and to establish and implement the
restricted substances management systems.
Where any requirement(s) of this Standard cannot be applied due to the nature
of an organization and its product, then it may consider for exemption; however,
the exemption shall only be limited to the requirements of Clause 7 of this
Standard, and such exemption shall not affect the organization’s ability or
responsibility to provide such products that meet the applicable laws and
regulatory requirements that are related to the restricted substances
management or customer requirements.
This Standard applies to the organizations of all kinds and scales, which are
related to the production of electrical and electronic products, and meets the
demands for establishing, implementing, maintaining and improving the
restricted substances management systems, so as to improve the ability of
controlling the restricted substances, and thus to reduce and (or) eliminate the
use of restricted substances.
The conformity of this Standard can be verified through the following ways.
a) Self-assessment and self-declaration of the organization;
b) Conformity assessment and verification of the organization’s customers;
c) Certification on the organization’s restricted substances management
systems of the third-party organization; and
d) Verification on the organizational self-declaration of other interested
parties.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB/T
19000-2008 and the following ones apply.
3.1 Electrical and electronic products
The equipment and accessory products that are operated by depending on the
current or magnetic field; generate, transmit and measure this kind of current
and magnetic field; of which the rated operating voltage is not more than
1500VDC or 1000VAC.
