1 Scope
This Document specifies the terms and definitions, basic requirements, discharge
process selection and discharge method, storage requirements and environmental
protection measures of the discharging process for recycling of vehicle power battery.
This Document applies to the discharging process for the recycling of power lithium-
ion batteries for the retired vehicles.
2 Normative References
The provisions in following documents become the provisions of this Document
through reference in this Document. For the dated documents, only the versions with
the dates indicated are applicable to this Document; for the undated documents, only
the latest version (including all the amendments) is applicable to this Document.

remaining power capacity and other characteristic parameters of the retired vehicle
power lithium-ion battery.
4.2 Site Requirements
4.2.1 The work site shall be an enclosed or semi-enclosed workshop, rain-proof,
ventilated and well-lit.
4.2.2 The work site shall be equipped with fire-fighting facilities and equipment in
accordance with the requirements of GB 50140; and fire safety signs shall be set up
in accordance with the requirements of GB 15630.
4.2.3 Fireworks are strictly prohibited on the work site; and it is forbidden to store
inflammable and explosive materials; and set up warning signs.
4.2.4 The work site shall be divided into independent discharging areas, storing areas,
etc., and set up area signs, the ground shall be hardened, insulated, and take anti-
corrosion and anti-leakage treatment.
4.2.5 Set up protection and safety passages around the discharging area; and the safe
distance for operation shall be implemented in accordance with the requirements of
GB/T 23821.
4.2.6 The discharging area or site of the soaking discharging method shall be provided
with an emergency collection tank for wastewater leakage.
4.3 Personnel requirements
4.3.1 Operators shall participate in the training of standardized discharging,
environmental protection operation, safe operation and emergency treatment, etc.; and
can take up their posts after passing the internal assessment of the enterprise.
4.3.2 Operators shall wear and use protective equipment in accordance with the
requirements of GB/T 11651; and take necessary insulation protection measures.
Persons who do not wear protective equipment shall not approach the work area.
4.3.3 The number of operators should be no less than 2. They shall be familiar with
the operating procedures; operate in strict accordance with the discharging regulations
or operating instructions; and have the ability to handle emergency events.
4.4 Requirements for equipment and facilities
4.4.1 The external circuiting discharging method shall be equipped with the following
operating equipment and facilities:
a) discharging equipment and facilities;
b) voltage detection equipment;
c) electricity detection equipment;
d) temperature detection equipment;
e) insulation testing equipment;
f) Heat conduction and dissipation equipment.
4.4.2 The soaking discharging method and the external circuiting discharging method
using conductive solution shall be equipped with containers and facilities for carrying
the discharging solution, as well as with gas collecting devices and waste gas
treatment facilities.
4.4.3 The accuracy of measuring instruments and apparatus used in discharging
operations shall meet the requirements of GB 38031.
4.4.4 It should be equipped with mechanical automatic feeding and discharging
equipment and facilities; and the discharging, liquid storage and liquid dispensing
containers shall have anti-leakage and anti-corrosion functions.
4.4.5 According to the requirements of GB/T 8196, surrounding fences or channel-type
protective devices shall be installed at the discharging device and each operating
position.
5 Discharging Process Selection and Discharging
Method
5.1 Pre-processing
5.1.1 Before discharging, the appearance inspection, voltage and insulation resistance
test of power lithium-ion battery for the retired vehicle shall be carried out; and the
discharging plan shall be formulated according to the inspection and test results.
5.1.2 The detection of voltage and insulation resistance shall be performed in
accordance with the requirements of GB 38031; and the insulation resistance of battery
packs and battery modules shall be no less than 100Ω/V.
5.1.3 When the battery pack or battery module needs to be disassembled for
discharging, it shall be disassembled in accordance with the provisions of GB/T 33598.
5.2 Discharging process selection
After evaluating in accordance with 5.1.1, select the discharging process according to
5.4.2.3 The appropriate discharge time shall be selected according to the basic
information such as voltage and capacity obtained by testing in 5.1.1, which should be
no less than 24h.
5.4.2.4 After discharging, the residual discharging solution of the battery shall be
drained.
5.4.3 Discharging cut-off condition
5.4.3.1 The discharging cut-off voltage of the cell shall be no higher than 1.0V.
5.4.3.2 The cut-off voltage of the battery pack or battery module shall be determined
according to Formula (1). After discharging, sample according to the requirements of
GB/T 29090; and conduct voltage re-inspection on the battery.
5.4.3.3 After the cells are discharged, if the open-circuit voltage of the cells shall meet
the cut-off voltage requirements of 5.4.3.1, then the discharge can be determined to
be completed.
5.4.3.4 After the battery module is discharged, if the open-circuit voltage of the battery
module shall meet the cut-off voltage requirement in 5.4.3.2, then the discharge can
be determined to be completed.
5.4.3.5 After the battery pack is discharged, the open-circuit voltage of the battery pack
shall meet the cut-off voltage requirements of 5.4.3.2. It should be disassembled
