Monitoring and Testing Method for
Energy Saving of Illumination Engineering
1 Scope
This Standard specifies the monitoring and testing contents, technical requirements,
monitoring, testing and assessing methods of monitoring and testing for energy
saving of illumination engineering.
This Standard is applicable to monitoring and testing for energy saving of
newly-constructed, expanded and renovated indoor lighting engineering, outdoor
workplace lighting engineering, urban road lighting engineering, and urban nightscape
lighting engineering. The existing monitoring and testing for energy saving of
illumination engineering can be implemented as per this Standard.

3 Terms and Definitions
The following terms and definitions are applicable to this document.
State.
5.1.2 Illumination electricity shall meet the requirements of a separate
measurement.
5.1.3 Illumination scene setting and switch lamp schedule shall conform to the
design use requirements.
5.1.4 The situation of illumination power supply circuit accessing to other types of
electrical equipments.
5.1.5 Imbalance situation of three-phase illumination line load.
5.2 Testing items
5.2.1 Electrical parameters of monitoring and testing for energy saving of
illumination engineering include voltage, current, electric flux, power factor, power,
harmonic current and other indicators.
5.2.2 When monitoring and testing the electrical parameters, the illuminance,
luminance, uniformity ratio of illuminance, uniformity ratio of luminance and other
illumination indicators shall be tested at the same time.
5.2.3 The geometry and reflectance ratio on the illumination site shall be tested.
6 Monitoring and Testing Conditions and Equipments
6.1 Monitoring and testing conditions
6.1.1 The illumination system starts totally, and operates normally for more than
0.5h.
6.1.2 No interference from natural light and other external light sources.
6.1.3 No significant shielding in the testing area.
6.1.4 The voltage on illumination circuit shall be no greater than 105% rated voltage,
and no less than 90% rated voltage.
6.1.5 The damage or failure ratio of the illumination device shall not exceed 2%.
6.1.6 If the illumination system is equipped with power-saving device, the working
conditions of which shall be indicated in the measurement conditions.
6.2 Monitoring and testing equipments
6.2.1 Monitoring and testing instruments shall be verified by the relevant state
7.1.3 The monitoring and testing for energy saving of nightscape illumination
engineering shall conform to the following requirements.
a) Single building and structure shall be monitored and tested entirely; while the group
buildings shall select typical area for monitoring and testing;
b) Open space shall select typical area for monitoring and testing.
7.2 Measurement of illumination indicators
The calculation for measurement of illuminance, luminance, uniformity ratio of
illuminance, and uniformity ratio of luminance in tested room (area) shall conform to
the relevant provisions of GB/T 5700.
7.3 Measurement of electrical parameters
7.3.1 The measurement of electrical parameters shall be carried out at the switch of
power supply circuit.
7.3.2 The measurement of total illumination power or electric flux shall be carried out
in the following methods.
a) When the power supply circuit is mixed with other electrical equipment, t hey shall
be disconnected during the testing period; when other electrical equipment can’t be
disconnected, measure the power or electric flux when all equipments are started or
only non-illumination equipments are started; the difference between the two
measurements shall be regarded as the power or electric flux of illumination system in
the tested room and site.
b) When the power supply circuit supplies power to the illumination system of several
rooms and sites, the power or electric flux of the illumination system of each room and
site can be obtained through the ratio between the illumination installing power and
total power of the line multiplied by the circuit power or electric flux.
c) When the above measurement method can’t be achieved, adopt single-lamp
method to measure the power of single or group of luminaire in the tested room or site
one by one; then add up them to calculate the total power and electric flux of the
illumination system in the tested room or site.
